Moscow, October 23, 2025 — The Europe Today: A high-level delegation led by Chairwoman of the Mejlis (Parliament) of Turkmenistan Dunyagozel Gulmanova paid an official visit to the Russian Federation from October 20 to 22, 2025, to strengthen interparliamentary cooperation and bilateral relations between the two countries.
As part of the visit, on October 21, the Turkmen delegation took part in a flower-laying ceremony at the Tomb of the Unknown Soldier near the Kremlin Wall and visited the Moscow Kremlin State Historical and Cultural Museum-Reserve, honoring the memory of fallen heroes and reaffirming the spirit of friendship between Turkmenistan and Russia.
Later that day, Chairwoman Gulmanova held a meeting with Chairperson of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko.
At the outset, Gulmanova conveyed the greetings and best wishes of President Serdar Berdimuhamedov and the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, to Matvienko and the Russian leadership.
The two sides reaffirmed the progressive nature of Turkmen-Russian relations, underscoring that the partnership — including in the parliamentary dimension — continues to advance under the leadership of the heads of both states. It was noted that the 2022 visit of National Leader Gurbanguly Berdimuhamedov to Moscow gave a strong impetus to expanding legislative collaboration. In response, Matvienko conveyed her warm greetings and best wishes to Hero-Arkadag.
Both parties expressed satisfaction with the friendly and strategic character of bilateral ties, grounded in principles of equality, mutual respect, and trust. This solid foundation, they agreed, provides ample opportunities for expanding cooperation in a wide range of areas.
During their discussions, the parties highlighted the importance of the second meeting of the heads of parliament of the Group of Friends of Neutrality, held during the International Year of Peace and Trust, which coincides with the 30th anniversary of Turkmenistan’s neutrality. The meeting was described as a significant step toward enhancing parliamentary interaction and promoting global dialogue on peace and cooperation.
The role of parliamentary friendship groups in facilitating legislative exchange and advancing parliamentary diplomacy was also discussed. Both sides agreed to improve the operation of these groups and strengthen cooperation between relevant parliamentary committees.
Recognizing the importance of implementing new joint initiatives to deepen traditional ties, the speakers proposed specific areas for future collaboration.
The meeting concluded with the signing of a Cooperation Agreement between the Mejlis of Turkmenistan and the Federation Council of the Federal Assembly of the Russian Federation, a document expected to open new avenues for strengthening and expanding interparliamentary relations.
On October 22, Chairwoman Gulmanova also met with Chairman of the State Duma Vyacheslav Volodin.
Both sides emphasized the vital role of parliamentary diplomacy in fostering closer relations between Turkmenistan and Russia, strengthening mutual understanding, and providing legislative support for agreements and decisions made at the highest level.
The discussions underscored that the current meeting serves as an effective platform for broadening and deepening interparliamentary cooperation, reaffirming the commitment of both nations to further enhance their strategic partnership across political, economic, and humanitarian domains.
