Baku Hosts International Conference “SOCGOV 2025: AI for Humanity and Transformation”

Baku, October 25, 2025 — The Europe Today: At the initiative of the DOST Agency under the Ministry of Labor and Social Protection of the Population of Azerbaijan, the international conference “SOCGOV 2025: AI for Humanity and Transformation” was held at the “Gulustan” Palace in Baku.

The event gathered around 350 delegates from 20 countries, including government officials, members of parliament, representatives of non-governmental and international organizations, and local and foreign experts.

The conference began with the performance of the National Anthem of the Republic of Azerbaijan, followed by the screening of a video presentation showcasing the activities and achievements of the DOST Agency.

In his opening remarks, Minister of Labor and Social Protection of the Population Anar Aliyev highlighted that the conference represents a milestone in introducing innovation and new thinking in social governance. He noted that the event also marked the official presentation of the new “SocGov” brand of the DOST Agency.

Aliyev emphasized the ministry’s ongoing efforts to ensure social justice and transparency, improve service efficiency, and transition from administrative mechanisms to a citizen-centered service model. He underlined the pivotal role of the DOST concept in driving these achievements and announced the implementation of a three-year action plan for applying artificial intelligence (AI) technologies as part of the ministry’s broader digital transformation strategy.

Other distinguished speakers included Ulvi Mehdiyev, Chairman of the State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan; Orkhan Mammadov, Chairman of the Small and Medium Business Development Agency (KOBIA); Musa Guliyev, Chairman of the Labor and Social Policy Committee of the Milli Majlis; Ahmet Aydin, Deputy Minister of Labor and Social Security of Türkiye; and Vladanka Andreeva, UN Resident Coordinator in Azerbaijan.

The speakers underscored the importance of hosting such a platform to discuss the transformative role of artificial intelligence in social policy, explore innovative solutions for governance, and enhance the effectiveness of social services.

The conference continued with panel discussions, where local and international experts exchanged experiences and shared insights on the integration of modern technologies and innovative practices into social service delivery.

The SOCGOV 2025 conference reaffirmed Azerbaijan’s commitment to leveraging artificial intelligence and digital innovation to strengthen social governance, improve service accessibility, and ensure that technological progress contributes to human welfare and inclusive development.
