Vietnam’s National Assembly Chairman Trần Thanh Mẫn Reviews Committee Progress and Sets Future Tasks

Hanoi, August 07, 2024, The Europe Today: Vietnam’s National Assembly (NA) Chairman Trần Thanh Mẫn chaired a working session with the NA’s Economic Committee, the Finance and Budget Committee, and the Science, Technology and Environment Committee to review their activities since the beginning of the 15th National Assembly term and to outline key tasks for the remainder of the term.

Chairman Mẫn highlighted significant innovations within the NA, noting enhancements in legislative work, supreme supervision, and decision-making on important national issues during the first half of the 15th-tenure NA. He praised the committees for their efforts in completing numerous tasks, maintaining high standards in addressing difficult, complex, and unexpected issues across various fields.

At the session, Vũ Hồng Thanh, Chairman of the Economic Committee; Lê Quang Mạnh, Chairman of the Finance and Budget Committee; and Lê Quang Huy, Chairman of the Science, Technology, and Environment Committee, presented reports on their respective activities. The reports emphasized the committees’ role in assisting the NA with decisions on critical issues impacting the country’s socio-economic landscape, including the revised Land Law, the revised Law on Credit Institutions, the revised Law on Bidding, and resolutions on development plans, state budget estimates, and revenue allocations.

To date, the committees have completed 89 out of 109 tasks outlined in the NA Party Delegation’s Action Programme, achieving an 81.7% completion rate. Specifically, the Economic Committee and the Finance and Budget Committee have each completed 11 tasks, while the Science, Technology, and Environment Committee has completed 10 out of 11 tasks.

Chairman Mẫn commended the committees for their dedication and urged them to ensure timely and high-quality submissions for the NA and the NA Standing Committee, particularly in reviewing and assessing draft laws for the upcoming plenary session. He also stressed the importance of urging the government and relevant ministries to adhere to regulations and maintain the quality of draft laws from the drafting stage. Ensuring compliance with regulations, especially for laws passed by parliament, remains a key priority.

Emphasizing the need for fundamental innovation to improve legislative activities, Mẫn called for ensuring national governance by the Constitution and law, aligning with the demands of international integration. He highlighted the ongoing revision of important and complex legislative projects, such as tax laws, electricity laws, state capital management and investment laws in enterprises, and urban management and development laws.

Chairman Mẫn referenced General Secretary and President Tô Lâm’s directives on socio-economic development, which focus on removing obstacles to create favorable conditions for businesses and promoting effective production. The NA will direct committees to proactively review the legal framework to identify inconsistencies and recommend necessary changes to the Government.

The Science, Technology, and Environment Committee was tasked with developing documents to implement the 2025 NA special oversight delegation’s activities on the “Implementation of policies and laws on environmental protection since the Environmental Protection Law 2020 came into effect.” Although this topic will not be discussed until the 10th session, early preparation is essential due to its broad scope and public interest.

Chairman Mẫn reminded the Economic Committee to promptly complete the draft report on the NA’s special oversight delegation concerning the “Implementation of policies and laws on real estate market management and housing development from 2015 to the end of 2023,” an issue of significant concern to businesses and the public.

The Finance and Budget Committee was assigned to continue coordinating with the government and relevant agencies to study and advise on reforming the state budget decision-making process, aiming for substantive and comprehensive implementation. This effort includes gradually replacing the issuance of resolutions with laws on finance and budget.

The session concluded with Chairman Mẫn reiterating the importance of the committees’ work in shaping the legislative agenda and ensuring effective governance for Vietnam’s continued development.
