Hanoi, September 05, 2024, The Europe Today: Party General Secretary and President Tô Lâm has called on the Vietnam Public Sector Union and the Vietnam General Confederation of Labour to make full use of human resources in building a skilled, professional, and ethical team of civil servants. He emphasized the need for a workforce that is dedicated to upholding discipline, integrity, and public service ethics, with the ultimate aim of serving the country and its people wholeheartedly.
Speaking at a meeting on Wednesday with 150 representatives honored for their contributions to the “Excellent Advisers, Good Service” campaign, Tô Lâm urged civil servants to prioritize the interests of the Party, the nation, and the citizens above all else. The meeting, organized by the Vietnam Public Sector Union, was held in Hanoi to recognize outstanding achievements during the 2019-2024 period.
Tô Lâm stressed that the call for enhanced performance comes amid growing challenges as Vietnam seeks to achieve its strategic goals. He highlighted the 13th Party Congress’s Resolution, which envisions Vietnam as a developing country with modern industry and high average income by 2030, and as a fully developed, socialist-oriented nation with high income by 2045.
“This is a national aspiration aligned with the directive of late President Hồ Chí Minh for unity in building a peaceful, independent, democratic, and prosperous Vietnam,” said Tô Lâm, referencing Hồ Chí Minh’s broader contributions to the global revolutionary cause.
Tô Lâm reiterated late President Hồ Chí Minh’s guidance that “civil servants are the servants of the people,” urging them to take this principle to heart. “They must do everything beneficial for the people and avoid everything harmful to the people,” he said. He expressed his expectation that civil servants, whether engaged in macro-level policy making or administrative tasks, must be devoted to addressing issues that impact the lives and businesses of citizens promptly and effectively.
Amid the challenges posed by globalisation and the Fourth Industrial Revolution, Tô Lâm called for a dynamic and innovative workforce, highlighting the importance of digital transformation, green transition, and a knowledge-based economy. He encouraged continuous learning, knowledge updating, and skill development to meet the demands of a rapidly changing world.
Furthermore, Tô Lâm underscored the importance of leadership in fostering a proactive and accountable work culture. “Leaders and managers must actively encourage and protect innovative and accountable staff while addressing negligence and inefficiency,” he said, noting that some officials had been slow to take responsibility for challenges facing the country.
The Party and State, according to Tô Lâm, will continue their focus on reforming the wage system to create a more favorable environment for civil servants. He also called on the Vietnam Public Sector Union and other unions to promote patriotic emulation movements and to encourage the study and practice of late President Hồ Chí Minh’s ideology, ethics, and style.
Concluding his remarks, Tô Lâm expressed hope that the 150 exemplary individuals honored at the meeting would continue to strive for excellence, inspire their peers, and serve as role models within their agencies and units, furthering the spirit of dedication and service to the nation.
