Vietnam’s Prime Minister Calls for Legislative Reforms to Enhance Governance and Economic Development

Hanoi, March 20, 2025 – The Europe Today: Prime Minister Phạm Minh Chính has called for a fundamental shift in legislative thinking, urging an end to the approach of “if it cannot be managed, then ban it.” Instead, he advocated for greater decentralization, empowering local authorities with autonomy, responsibility, and accountability.

The directive was issued during a Government meeting on Wednesday, where key laws, including the revised Atomic Energy Law, the revised Enterprise Law, the Law on Science, Technology and Innovation, and amendments to the Law on Economical and Efficient Use of Energy, were reviewed.

Government members emphasized the importance of these legal amendments in enhancing the management of atomic energy for peaceful applications, advancing scientific and technological development, promoting energy efficiency, and creating a more favorable business environment.

Strengthening Atomic Energy Regulations

Discussions on the revised Atomic Energy Law focused on policies to promote nuclear energy applications while ensuring nuclear radiation safety. Key topics included nuclear inspection, radioactive waste management, nuclear fuel disposal, emergency response mechanisms, and civil liability for nuclear-related incidents. The decentralization of management in this sector was also a focal point.

Advancing Science, Technology, and Innovation

Debates on the Law on Science, Technology and Innovation centered on strategies to develop Vietnam’s science and technology market, integrate technological advancements into daily life, and foster innovation. The proposed amendments align with the objectives set out in the 13th National Party Congress and Politburo Resolution 57, which identify science, technology, and innovation as key drivers of industrialization and modernization.

Facilitating Business Growth

The revised Enterprise Law was discussed as a means to “unshackle businesses” by improving the investment climate, encouraging production and trade, and fostering a robust business ecosystem. The discussions covered streamlining market entry and exit procedures, aligning regulations with international anti-money laundering commitments, and refining the legal framework for individual business activities.

Strengthening Energy Efficiency Regulations

Amendments to the Law on Economical and Efficient Use of Energy were also reviewed, with a focus on enforcing stricter penalties to ensure compliance with energy consumption and business data reporting requirements. The discussions also addressed preferential policies, financial tools to support energy transition, and measures to improve energy management efficiency.

Commitment to Effective Lawmaking

Prime Minister Chính underscored the significance of investing in lawmaking as a driver of national development. He urged ministers and government agency heads to allocate time and resources to legislative work, emphasizing that legal frameworks should not only regulate but also create growth opportunities.

He outlined six key principles for legislative reform: defining what is inherited, what is revised, what is added, what is removed, the extent of decentralization and empowerment, and unresolved issues with proposed solutions.

The Prime Minister also reiterated that laws should establish general principles, while specific regulations should be the responsibility of relevant authorities. He instructed government agencies to review existing legal frameworks to streamline governance and ensure the efficient operation of the new administrative system.

Accelerating Legislative Implementation

PM Chính called for the prompt submission of revised laws to the National Assembly’s 9th session of the 15th National Assembly, particularly those concerning administrative restructuring. He also urged the immediate implementation of laws and resolutions passed during the 9th Extraordinary Session, with any obstacles promptly reported to the Government for resolution.

With this renewed focus on lawmaking, the Vietnamese Government aims to foster an enabling environment for sustainable economic growth, technological innovation, and effective governance.
