Hanoi, March 27, 2025 – The Europe Today: Prime Minister Phạm Minh Chính has called for a nationwide push towards digital literacy, emphasizing its urgency as Vietnam enters a new era of national progress.
Speaking at the launch of the “Digital Literacy Movement” and the introduction of the “Digital Literacy Platform” in Hanoi on Wednesday, PM Chính underscored that mastering digital skills is as crucial today as eradicating illiteracy was 80 years ago when the country first gained independence.
A Modern-Day Mass Education Movement
Inspired by the historic Bình dân học vụ (Mass Education Movement), which eradicated illiteracy after the revolution, the new Digital Literacy Movement aims to equip citizens with essential digital skills, empowering them to engage in a digital government, digital society, and digital economy.
The “Digital Literacy Platform” (binhdanhocvuso.gov.vn) provides accessible training on fundamental IT skills, safe Internet usage, digital interactions with government services, and protection against online fraud and misinformation.
A National Priority for Digital Transformation
PM Chính reaffirmed the Government’s commitment to building a smart, modern, and inclusive digital society, stating that digital transformation is no longer optional but an imperative.
Vietnam has made significant progress in digital governance, infrastructure, and the digital economy, leveraging platforms like One Touch, MobiEdu, and the Digital Literacy Platform. However, gaps remain in public awareness, policy execution, and digital workforce development.
A Clear Roadmap for Universal Digital Literacy
To accelerate Vietnam’s digital transformation, PM Chính outlined a comprehensive roadmap, with key priorities including:
- Making digital literacy universal, ensuring every citizen has access to digital skills.
- Mobilizing resources from government, businesses, and communities to promote digital learning.
- Developing transparent policies to ensure accountability and efficiency.
- Creating a robust digital learning ecosystem, integrating AI and digital knowledge into education.
- Expanding digital infrastructure in rural and remote areas.
- Providing support for disadvantaged communities, ensuring access to digital devices and fostering local digital communities.
PM Chính tasked the Ministry of Science and Technology and the Ministry of Education and Training with developing a digital competency framework, ensuring that civil servants, students, and workers possess the necessary digital skills to work, learn, and engage safely and effectively in the digital era.
This ambitious initiative reaffirms Vietnam’s commitment to digital transformation, positioning the country as a leader in Asia’s digital revolution.
