Ankara, July 30, 2025 – The Europe Today: Turkish President Recep Tayyip Erdoğan and Kazakh President Kassym-Jomart Tokayev on Tuesday signed 20 significant agreements during the Kazakh leader’s official visit to Ankara, marking a new chapter in bilateral relations and strategic cooperation between the two nations.
The agreements were concluded in conjunction with the fifth meeting of the Türkiye-Kazakhstan High-Level Strategic Cooperation Council, co-chaired by both leaders. The event underscored the shared commitment of Ankara and Astana to deepening ties across a wide range of sectors, including energy, trade, transportation, health, education, technology, and defense.
President Erdoğan and President Tokayev signed the Decision and the Joint Statement of the fifth Strategic Cooperation Council meeting, reflecting their consensus on bolstering the long-term strategic partnership.
Among the notable agreements signed were:
- Energy and Natural Resources: A memorandum of understanding (MoU) on energy cooperation between the Turkish Energy and Natural Resources Ministry and Kazakhstan’s Energy Ministry, and a separate MoU on mining cooperation.
- Transportation and Logistics: A business development agreement on freight transportation via the Middle Corridor railway route was signed by Turkish and Kazakh railway and logistics authorities. Additionally, a MoU on international road transport cooperation was signed between the respective transport ministries.
- Economic Zones and Trade: A declaration of intent on cooperation in free and special economic zones and another MoU on developing commercial and economic relations were signed, strengthening investment frameworks and trade mechanisms.
- Technology and Innovation: A comprehensive MoU was signed covering artificial intelligence, innovation, and space activities, as well as an implementation protocol on science and technology cooperation.
- Health Sector: Multiple health-related agreements were inked, including MoUs between national drug and medical device regulatory bodies, and between research institutions affiliated with the two countries’ health ministries.
- Education and Culture: An MoU on the launch of educational programs in Kazakhstan between the Turkish Maarif Foundation and the Ibray Altinsarin National Education Academy was signed, as well as agreements involving media cooperation between Anadolu Agency and Kazakhstan’s state broadcasting entities.
- Justice and Defense: MoUs were also signed in the fields of justice and defense, including a technical agreement regarding cooperation on the United Nations Interim Force in Lebanon (UNIFIL).
- Urban Planning and Environmental Cooperation: An MoU was signed focusing on collaboration in urban development and climate change mitigation efforts.
Key signatories included senior Turkish and Kazakh ministers and agency heads, such as Turkish Foreign Minister Hakan Fidan, Energy and Natural Resources Minister Alparslan Bayraktar, Industry and Technology Minister Mehmet Fatih Kacir, Health Minister Kemal Memişoğlu, Trade Minister Ömer Bolat, Environment Minister Murat Kurum, and Justice Minister Yılmaz Tunç. Their Kazakh counterparts and institutional leaders also participated in the signing ceremonies.
The wide-ranging scope of the agreements reflects both countries’ intention to elevate their relationship to a comprehensive strategic level, enhance economic interdependence, and coordinate closely on regional and global platforms.
President Tokayev’s visit, which included high-level discussions and ceremonial events, reaffirmed the historic bonds and mutual aspirations of Türkiye and Kazakhstan as key partners in Eurasia.
