Bulgaria’s Social Security Revenues Reach 8.54 Billion Leva by July 2025, Pension Costs Drive Spending Increase

Sofia, August 25, 2025 – The Europe Today: Bulgaria’s state social security (SSS) reported consolidated budget revenues of 8,540.7 million leva as of July 2025, achieving 56.1 percent of the annual target, according to data released by the National Social Security Institute (NSSI). The figure reflects an increase of 1,118.8 million leva compared to the same period last year.

On the expenditure side, the SSS consolidated budget reached 15,358.7 million leva, also 56.1 percent of the annual plan, up 1,603.1 million leva year-on-year.

Pension payments remained the dominant spending category, totaling 13,613.2 million leva, or 56.5 percent of the yearly allocation. This represents a rise of 1,500 million leva (12.4 percent) compared to July 2024. The number of pensioners climbed to 2,057,397, an increase of 11,431 (0.6 percent) over the same month last year. The average pension reached 1,015.22 leva (€517.76), up by 81.28 leva (8.7 percent) from July 2024.

Cash benefits and allowances under the Social Security Code accounted for 1,632.4 million leva, representing 53.1 percent of the annual plan and marking an increase of 98.4 million leva year-on-year.

Transfers under the consolidated budget of the State Educational Service amounted to 6,852.6 million leva as of July 2025.

The Teachers’ Pension Fund reported revenues of 84.6 million leva, or 60.8 percent of the annual plan, an increase of 13.9 million leva compared to the previous year. Expenditures for the fund stood at 66.9 million leva, representing 53.6 percent of the plan, up 9.8 million leva year-on-year.

Another fund within the system, not specified in the report, posted revenues of 2,766.0 thousand leva by July 2025, achieving 86.4 percent of the annual plan. This figure exceeded last year’s results by 1,074.3 thousand leva. Its expenditures amounted to 2,055.0 thousand leva, or 42.5 percent of the annual target, rising by 1,470.4 thousand leva compared to July 2024.
