Hanoi, October 14, 2025 – The Europe Today: Deputy Prime Minister Bùi Thanh Sơn on Monday chaired a meeting of the steering board for the Opening for Signature of the UN Convention against Cybercrime and its related events, scheduled to take place in Việtnam later this month.
The board, established by Prime Minister Phạm Minh Chính, is responsible for advising and proposing effective solutions for the organisation of the signing ceremony and associated activities, which will be held on October 25–26 in Hà Nội. It also coordinates and supervises the participation of relevant ministries and localities to ensure the smooth running of the event.
Deputy Minister of Public Security Phạm Thế Tùng reported that the Ministries of Public Security and Foreign Affairs, together with other relevant agencies, have been actively preparing for the event since early 2025. As of October 8, more than 100 delegations representing UN member states and international organisations have confirmed attendance. Technology corporations, researchers, and international media outlets are also expected to participate.
The two key ministries are working closely with the UN Office on Drugs and Crime (UNODC) to finalise the event’s agenda. Highlights include an official welcome ceremony for heads of delegations, a high-level opening session co-chaired by State President Lương Cường and UN Secretary-General António Guterres, and the formal signing ceremony of the convention.
According to Deputy Minister of Foreign Affairs Đặng Hoàng Giang, the event’s sidelines will feature eight thematic discussions, 32 workshops, and over 20 exhibition booths showcasing initiatives from participating countries and organisations on science, technology, digital transformation, cybersecurity, and cybercrime prevention.
In his concluding remarks, Deputy Prime Minister Sơn described the UN’s decision to select Hà Nội as the host city as a historic milestone, marking the first time a global multilateral convention in such a critical field will be associated with a Vietnamese venue.
He commended the efforts of ministries and the Hà Nội administration in their preparations and urged all subcommittees to accelerate implementation and promptly report any issues beyond their authority to the steering board.
Deputy PM Sơn also directed the Ministries of Public Security and Foreign Affairs to continue coordination with the President’s Office and relevant agencies to finalise the master plan, including proposals on content, finance, logistics, protocol, diplomacy, and security-health measures. The Ministry of Finance was instructed to consolidate budget proposals and define expenditure norms for the event.
He further emphasised the importance of comprehensive security, smooth traffic flow, and effective communication before, during, and after the ceremony.
The UN Convention against Cybercrime, which originated in 2019, represents the world’s first globally comprehensive legal framework for addressing cybercrime. Following eight negotiation sessions and five intersessional meetings between February 2022 and August 2024, the UN General Assembly adopted the convention on December 24, 2024.
The convention is expected to serve as a universal legal instrument, enabling member states to strengthen cooperation in the prevention and combating of cybercrime worldwide.
