Vietnam’s 15th National Assembly to Convene 10th Session with Record Legislative Agenda Focused on Reform and Digital Governance

Hanoi, October 18, 2025 – The Europe Today: The 15th National Assembly (NA) of Vietnam is set to open its 10th session on October 20 and conclude on December 11, undertaking the largest legislative workload since the beginning of its term, according to Nguyễn Văn Hiển, Deputy Head of the NA Office.

Speaking at a press conference, Hiển announced that the Assembly will review and pass 49 draft laws and four law-making resolutions, among a total of 66 items and issue groups covering socio-economic development, state budget, oversight, and other key national matters.

A significant highlight of this session is the transition toward a fully digital legislature, reflecting Vietnam’s growing integration of artificial intelligence (AI) in governance. Since September 15, the NA Office has gone completely paperless, with all administrative and professional tasks managed through electronic platforms. This digital shift positions the Assembly as a leader in Vietnam’s “Digital Literacy for All” initiative, encouraging lawmakers to utilize AI to enhance legislative efficiency.

The session also introduces procedural reforms aimed at improving efficiency. For the first time, there will be no mid-session break, and the traditional live questioning format has been replaced with pre-submitted questions for officials, allowing for more focused and substantive discussions. Thematic topics will be grouped to enable comprehensive and solution-oriented debates.

Hiển emphasized that these reforms promote closer collaboration between drafting and verification bodies, helping lawmakers identify overlaps and inconsistencies in draft legislation, thereby improving the overall quality and coherence of legal documents.

Regarding the Land Law, Phạm Thị Hồng Yến, a member of the NA Economic and Financial Affairs Committee, explained that instead of immediate revisions, a resolution will be adopted to address pressing issues, particularly those related to land valuation. She noted that the 2024 Land Law, effective since August 1, requires a careful review before any amendments, ensuring that future updates provide a balanced and integrated legal framework for the State, citizens, and businesses.

Tạ Thị Yên, Deputy Head of the NA Committee for Deputy Affairs, stated that the legislature will also decide on several personnel matters within its authority, including the election, approval, and dismissal of key state positions, ensuring continuity, stability, and efficiency in governance.

With preparations nearly complete, officials expressed confidence that the 10th session will deliver substantive legislative outcomes, advancing Vietnam’s path toward legal modernization, administrative reform, and digital transformation.
