Baku, November 21, 2025 – The Europe Today: On November 20, 2025, the 2nd Meeting of the Ministers of Justice of the Organization of Turkic States (OTS) was held in Baku, bringing together high-level representatives from member states to discuss judicial cooperation and legal reforms.
Prior to the meeting, delegations paid tribute to National Leader Heydar Aliyev at the Alley of Honors, and later visited the Alley of Martyrs and Victory Park to honor Azerbaijani heroes.
The session was chaired by Farid Ahmadov, Minister of Justice of Azerbaijan, and attended by:
- Yerlan Sarsembayev, Minister of Justice of Kazakhstan
- Yılmaz Tunç, Minister of Justice of Türkiye
- Akbar Tashkulov, Minister of Justice of Uzbekistan
- Iskender Sydygaliev, Deputy Minister of Justice of Kyrgyzstan
- Ambassador Kubanychbek Omuraliev, Secretary General of OTS
Focus on Judicial Cooperation and Digital Transformation
Participants reviewed progress on the Astana Declaration, signed on September 9, 2024, and stressed the importance of strengthening cooperation in judiciary and law enforcement across OTS member states.
The meeting also highlighted member states’ best practices in digital transformation and the implementation of innovative solutions in the justice sector, aligning with the Declaration’s provisions. Key issues of mutual concern were discussed, fostering a coordinated approach to legal challenges in the region.
Initiatives and Future Plans
Delegates were briefed on activities of the Expert Group, established by Azerbaijan, which is tasked with drafting a multilateral Agreement on Legal Assistance in Civil Matters between OTS Ministries of Justice. Updates were also provided on the Working Group responsible for creating a Centralized Forensic Network for the member states.
It was agreed that the 3rd Meeting of Justice Ministers of OTS member states will be hosted by Türkiye in 2026, continuing the collaborative efforts to enhance judicial cooperation and legal integration among Turkic nations.
