Baku, November 23, 2025 – The Europe Today: President of the Republic of Azerbaijan Ilham Aliyev attended the inauguration of a new pharmaceutical production facility owned by Scandens Pharmaceutical Industries Ltd in the Hokmali settlement of the Absheron district.
During the visit, Minister of Economy Mikayil Jabbarov and Director General Kamran Hasanov briefed the head of state on the facility’s capabilities and production plans. Built in accordance with international standards, the enterprise is equipped with advanced technologies and machinery sourced from Germany, Switzerland, and Italy.
The facility is designed to produce approximately 800 million tablets and capsules annually across multiple therapeutic fields, including antibiotics, diabetology, hepatology, cardiology, andrology, allergology, and gastroenterology. Its output will primarily serve the domestic market, with prospects for future export. The project has created 120 new jobs.
Implemented through private investment, the 74-million-manat project benefited from an investment promotion document issued by the Ministry of Economy, under which Scandens Pharmaceutical Industries Ltd received 6.5 million manats in concessions for imported equipment.
The launch of this facility marks a significant step forward in the development of Azerbaijan’s pharmaceutical industry. For the first time, all stages of medicine production—from raw materials to final products—will be completed within the country. The enterprise is expected to strengthen the national pharmaceutical sector, enhance local manufacturing capacity, and boost Azerbaijan’s export potential by producing competitive, high-quality products that meet both domestic and international standards.
In addition to production, the facility will function as a training hub for professionals in the pharmaceutical sector. A quadrilateral Memorandum signed between Scandens Pharmaceutical Industries Ltd, Azerbaijan Medical University, Hungary’s University of Pécs, and Pannon Pharma outlines short- and long-term training and internship programmes for pharmaceutical and non-pharmaceutical specialties.

To support sustainable operations, the rooftop of the facility has been outfitted with 710 solar panels providing a combined capacity of 450 kW/h, enabling the plant to cover nearly 40 percent of its energy needs through renewable sources.
