Azerbaijan and Brazil Unveil “Baku to Belém Roadmap” at COP30

BakuNovember 24, 2025 – The Europe Today: Azerbaijan and Brazil jointly presented the “Baku to Belém Roadmap” during the 30th Session of the Conference of the Parties to the UN Framework Convention on Climate Change (COP30), held in Belém, Brazil, from November 10–22. The initiative aims to support global efforts to raise climate finance to US$1.3 trillion, in line with the Baku Climate Finance Goal adopted at COP29.

According to the Ministry of Foreign Affairs of Azerbaijan, a high-level Azerbaijani delegation actively participated in COP30 proceedings. The Leaders’ Summit, held on November 6–7, saw the Republic of Azerbaijan represented by Speaker of the Milli Majlis Sahiba Gafarova, who delivered a national statement and held bilateral meetings with world leaders.

On the opening day of COP30, the COP presidency was formally transferred from Azerbaijan to Brazil. COP29 President and Representative of the President of Azerbaijan on Climate Issues Mukhtar Babayev addressed the opening session, highlighting the historic outcomes achieved at COP29 in Baku and underscoring Azerbaijan’s activities during its presidency. Babayev also took part in several side events and held bilateral discussions with foreign delegations.

Throughout the conference, the Azerbaijani delegation contributed to negotiations on draft decisions expected to be adopted at the close of COP30. Azerbaijan was additionally entrusted with facilitating and coordinating negotiations on two key decisions.

Under the authority of COP30 President André do Lago, Azerbaijan’s Deputy Foreign Minister Yalchin Rafiyev and Brazil’s Deputy Foreign Minister Mauricio Lyrio led extensive 12-day consultations with candidate countries Türkiye and Australia regarding the hosting of COP31. The negotiations concluded with the decision to award hosting rights to Türkiye.

Azerbaijan and Norway were also mandated to co-lead coordination on documents related to the Global Stocktake (GST) under the Paris Agreement. The effort was jointly facilitated by Deputy Minister Yalchin Rafiyev and Norway’s Minister of Climate and Environment Andreas Bjelland Eriksen. Following broad consultations, both sides submitted recommendations on potential decision texts to the Brazilian Presidency, contributing to the adoption of the final GST decisions.

In addition, the Azerbaijani delegation organized five thematic events under the COP29 Presidency’s Action Agenda, covering peace and migration, water, health, cities, and climate transparency. Azerbaijan also co-organized events promoting renewable energy, hydrogen development, and agricultural sustainability.

The unveiling of the “Baku to Belém Roadmap” by Azerbaijan and Brazil marked a significant milestone of COP30, reflecting the two nations’ joint commitment to advancing global climate finance and strengthening international cooperation to address the climate crisis.
