Canada Joins EU’s SAFE Initiative, Securing Expanded Access for Canadian Defense Industry

Ottawa, December 2, 2025 – The Europe Today: Canada has reached an agreement to join the European Union’s Security Action for Europe (SAFE) initiative, a move that will grant Canadian defense companies broader access to European markets, Prime Minister Mark Carney’s office announced on Monday, according to foreign media reports.

In a statement, Prime Minister Carney said Canada’s participation in SAFE would help “fill key capability gaps, expand markets for Canadian suppliers, and attract European defence investment into Canada.” He emphasized that the decision reflects Canada’s commitment to strengthening transatlantic security cooperation at a time of mounting geopolitical uncertainty.

SAFE — a €150-billion European rearmament fund unveiled earlier this year — forms part of the EU’s broader effort to enhance its defense readiness by 2030, amid heightened concerns over a potential Russian threat and increasing doubts regarding long-term U.S. security guarantees.

By joining the initiative, Canada is expected to benefit from greater industrial cooperation, improved defense innovation exchanges, and strengthened interoperability with European partners. The agreement also positions Canadian defense firms to participate in large-scale EU procurement and capability-development projects.

Officials noted that the partnership underscores a shared commitment to advancing collective security and modernizing defense capacities in response to evolving global challenges.
