Fidan to Attend NATO Foreign Ministers Meeting in Brussels, Hold Key Bilateral Talks

Ankara, December 3, 2025 – The Europe Today: Turkish Foreign Minister Hakan Fidan is set to participate in the NATO Foreign Ministers Meeting on Wednesday at the Alliance’s headquarters in Brussels.

According to diplomatic sources, Minister Fidan will also hold a series of bilateral meetings on the sidelines of the gathering. His expected interlocutors include NATO Secretary-General Mark Rutte, EU Foreign Policy Chief Kaja Kallas, EU Commissioner for Enlargement Marta Kos, UK Foreign Secretary Yvette Cooper, and Spanish Foreign Minister José Manuel Albares, among other counterparts.

The Brussels meeting will review the outcomes of the NATO Summit held in The Hague in June and will serve as the first platform for foreign ministers to exchange views on preparations for the 2026 NATO Summit, which Türkiye will host in Ankara on July 7–8.

The NATO Foreign Ministers Meeting will convene in two sessions.

First Session

The initial session, attended exclusively by foreign ministers of NATO member states, will address priority issues on the Alliance’s agenda. Discussions are expected to focus on Euro-Atlantic security developments, including the Russia–Ukraine war, NATO’s eastern flank, policies toward the southern neighborhood, the situation in the Balkans, and the strategic impact of the Asia-Pacific region.

Minister Fidan is expected to highlight Türkiye’s contributions to the Alliance and European security through its robust military capabilities and advanced defense industry. He will also brief allies on preparations for the NATO Ankara Summit and emphasize that efforts to strengthen NATO’s European pillar must remain complementary, avoiding duplication.

Fidan is anticipated to reiterate Türkiye’s expectation that EU defense initiatives remain open to all NATO allies, including non-EU members, and underscore the importance of removing all barriers to defense industry cooperation among allies. He will further highlight Türkiye’s extensive contributions to NATO missions and operations, including assuming command of the NATO-led Kosovo Force (KFOR) for the second time this October, as the Alliance’s second-largest troop contributor.

Second Session

The second and final session of the NATO-Ukraine Council will take place with the participation of Ukrainian Foreign Minister Andrii Sybiha and EU Foreign Policy Chief Kaja Kallas.

This session will address developments in the Russia–Ukraine war, efforts to end the conflict, and ongoing reform processes in Ukraine.

Minister Fidan is expected to reaffirm Türkiye’s principled support for Ukraine’s independence, sovereignty, and territorial integrity. He will provide an overview of Türkiye’s assistance to Ukraine and emphasize the need to give diplomacy a genuine opportunity to end the conflict and achieve a just, lasting peace. He will also outline Türkiye’s perspective on recent developments and reiterate Ankara’s readiness to contribute to any peace-oriented initiative.
