Baku, December 6, 2025 – The Europe Today: The State Agency for Public Service and Social Innovations under the President of the Republic of Azerbaijan and Cambodia’s Ministry of Post and Telecommunications have signed a Memorandum of Understanding (MoU) to implement the “ASAN Khidmet” concept in Cambodia.
The agreement was signed during the visit of an Azerbaijani delegation to Cambodia, led by the Chairman of the State Agency for Public Service and Social Innovations under the President of Azerbaijan. Deputy Prime Minister of Cambodia, Vongsey Vissoth, attended the signing ceremony.
As part of the visit, the Azerbaijani delegation held a meeting with the Cambodian Minister of Post and Telecommunications, during which both sides agreed to establish a working group responsible for overseeing the implementation of the MoU.
In addition, the delegation engaged in discussions with representatives from the United Nations Economic and Social Commission for Asia and the Pacific (ESCAP), as well as officials from Kyrgyzstan and the Philippines, exploring opportunities for collaboration and knowledge sharing regarding the “ASAN Khidmet” public service model.
The MoU marks a significant step in fostering bilateral cooperation and promoting innovative public service delivery in Cambodia based on Azerbaijan’s successful experience.
