Prime Chính Issues Urgent Directive to Accelerate Political and Administrative Reforms

Hanoi, July 18, 2025 – The Europe Today: Prime Minister Phạm Minh Chính has issued an official directive calling on all levels of government to intensify efforts to implement key resolutions of the Party Central Committee and the conclusions of the Politburo and the Secretariat concerning political system restructuring and the reorganisation of administrative units.

According to Official Dispatch No. 110/CD-TTg, dated 17 July 2025, the Prime Minister has tasked ministers, heads of ministerial-level agencies, and chairpersons of provincial and municipal People’s Committees with promptly handling administrative procedures related to land, in line with Resolution No. 190/2025/QH15 of the National Assembly, Official Dispatch No. 90/CD-TTg, and Government Decree No. 118/2025/ND-CP.

These measures are aimed at enhancing public satisfaction with the quality of services provided by State agencies.

The Prime Minister directed the Ministries of Agriculture and Rural Development, Natural Resources and Environment, and Justice to urgently deploy personnel to grassroots levels. These teams will assess challenges and propose immediate solutions, particularly in land administration procedures, site clearance, land use rights, and the issuance of land ownership certificates. This work must be completed by 1 August.

Local governments are required to conduct comprehensive reviews of human resources, infrastructure, and equipment at public administrative service centres at both provincial and commune levels. Special focus must be given to key services such as household registration, land management, business registration, and construction licensing. The review must also cover newly decentralised functions to ensure seamless administrative operations across all districts within a province, with a deadline of 20 July.

Ministries and agencies must regularly inspect, supervise, and guide the implementation of organisational structures, roles, and functions within both central and local administrations. They are required to submit weekly progress reports to the Prime Minister through the Government Office and the Ministry of Home Affairs, by every Thursday.

To address persistent digital infrastructure gaps, the Ministry of Finance has been instructed to direct Vietnam Electricity (EVN) to coordinate with the Ministry of Industry and Trade and relevant parties to ensure electricity supply to villages and hamlets still facing shortages, with a completion target of 1 October.

Recognising the importance of digital literacy, the Prime Minister urged all ministries, agencies, and provincial authorities to continue capacity-building programmes to enhance digital and professional skills among civil servants, particularly in remote and island communes. These training programmes must be concluded by 1 August.

The Ministry of Culture, Sports and Tourism, in coordination with Vietnam Television (VTV), the Voice of Vietnam (VOV), the Vietnam News Agency (VNA), and other media outlets, has been tasked with intensifying public communication efforts to raise awareness and support for the reforms.

In a broader legal and institutional context, ministries and relevant bodies are instructed to allocate resources for legal reforms and promptly issue or propose guidance documents for implementing laws and resolutions adopted during the National Assembly’s 9th session. These efforts are critical to establishing a robust legal framework for the new governance model.

Finally, the Ministry of Education and Training is required to finalise and submit several major projects within July 2025. These include investment in boarding schools for border and special zone communes, a national programme to modernise and enhance education quality for the 2026–2030 period, and a project to develop boarding and semi-boarding high schools in remote, border, and island areas within the same timeframe.

The directive underscores the government’s commitment to accelerating administrative reform, strengthening governance, and delivering improved public services across all regions of the country.
