Morocco Takes Part in 34th IMO Assembly, Supports Maritime Sector Reforms

RabatNovember 25, 2025 – The Europe Today: Morocco is participating in the 34th Assembly of the International Maritime Organization (IMO), which opened today in London, with a high-level delegation led by Minister of Transport and Logistics Abdessamad Kayouh. Morocco’s Ambassador to the United Kingdom, Hakim Hajoui, is also part of the delegation attending the UN agency’s top decision-making forum.

The Assembly brings together member states to discuss strategic directions for the future of the global maritime sector, at a time of rapid technological change and major challenges affecting international shipping, trade, and supply chains.

Throughout the session, participants will deliberate on key priorities and adopt a series of resolutions that will shape the IMO’s work in the coming years. The meeting will also elect the members of the IMO Council—its executive body—which oversees the organization’s activities between Assembly sessions. Morocco is seeking election to Category C of the Council.

The Assembly will examine a consolidated text of the IMO Convention and review proposals related to internal rule revisions and the organization’s cooperation with partner non-governmental organizations.

Member states are also set to vote on the gradual introduction of Arabic as a working language of the IMO, a move aimed at enhancing linguistic diversity within the specialized UN institution.

In addition, the organization will work on the revised 2024–2029 strategic plan, defining priorities for maritime safety, marine environmental protection, technological innovation, and capacity building for member states.

Delegates will also address the proposed budget and work programme for 2026–2027, which lay out the financial and operational framework for the IMO during an era marked by energy transition and the digitalization of global supply chains.

Morocco’s delegation includes senior representatives from the Ministry of Transport and Logistics, the Ministry of Equipment and Water, the State Secretariat for Maritime Fisheries, the National Ports Agency, and the Tanger-Med Port Authority, reaffirming the country’s commitment to active engagement in global maritime governance.
