PM Chính Urges Banking Sector to Deepen Innovation, Support Growth at Patriotic Emulation Congress

HànoiNovember 25, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Monday called on the Vietnamese banking sector to accelerate innovation, enhance support for businesses and citizens, and ensure flexibility in operations to contribute to rapid, sustainable and inclusive national development.

The Prime Minister made the remarks while addressing the sector’s 9th National Patriotic Emulation Congress for the 2025–2030 period, held in Hànoi in conjunction with the five-year review of the National Strategy on Gender Equality and the “Excellence at Work and at Home” movement for 2020–2025.

PM Chính commended the banking sector for its contributions to maintaining macroeconomic stability, controlling inflation, safeguarding the financial system, and supporting enterprises and households during challenging periods. He highlighted achievements in institutional reform, more proactive and flexible monetary policy management, and the sector’s pioneering role in digital transformation. Organisational restructuring and patriotic emulation movements have also delivered tangible, practical results, he noted.

The Prime Minister directed that emulation campaigns must be closely aligned with each unit’s political responsibilities and operational goals. He urged banks to reduce operating costs and lower lending rates to stimulate production and trade, while ensuring macroeconomic balances and keeping inflation under control.

Calling for stronger digital transformation and the application of science and technology, PM Chính stressed the need to standardise operations in line with international practices and enhance supervision to promote targeted and effective credit growth.

Given the country’s substantial investment needs, which exceed the capacity of the banking system alone, he underscored the importance of expanding capital markets—particularly bonds and securities—while enforcing strict fiscal discipline and accelerating public investment disbursement.

In the current economic context, he said, the banking sector must prioritise macroeconomic stability and inflation control, strengthen economic resilience, and enable rapid and sustainable development.

Earlier, Governor of the State Bank of Vietnam (SBV) Nguyễn Thị Hồng reported that from 2020 to 2025, more than 64,000 collectives and individuals in the banking sector received commendations from the Party, State and Government, including the Labour Hero title, Independence Orders, Labour Orders, Emulation Fighter titles, and thousands of other distinctions, emulation flags and certificates of merit.

On this occasion, PM Chính presented the first-class Labour Order to the SBV. Former Deputy Governor Đào Minh Tú received the second-class Independence Order; Governor Hồng and Deputy Governor Phạm Thanh Hà were awarded first-class Labour Orders; Deputy Governors Đoàn Thái Sơn and Phạm Tiến Dũng were named national Emulation Fighters; and Deputy Governor Phạm Quang Dũng received a certificate of merit from the Prime Minister.

At the event, the SBV Governor officially launched the banking sector’s patriotic emulation movement for the 2026–2030 period.
