Bucharest, November 27, 2025 – The Europe Today: The Parliament of Romania on Wednesday formally approved the nation’s new National Defence Strategy for 2025–2030 during a joint session of the two houses. The decision was passed with 314 votes in favour, 43 against, and 3 abstentions.
The strategy, initially presented to lawmakers by Nicușor Dan, reflects a strategic reorientation of Romania’s security posture in response to evolving geopolitical dynamics. These include emerging hybrid threats, rising tensions in Eastern Europe, and growing demands for enhanced national resilience.
Under the new framework, Romania aims to position itself as a leading military power on NATO’s eastern flank, emphasizing its role as a defence provider in the Black Sea region rather than solely a defence consumer.
The strategy identifies a wide spectrum of risks and challenges, ranging from hybrid warfare and cyber-attacks to vulnerabilities in critical infrastructure. It also addresses internal issues such as corruption, weak public administration, demographic decline, and social pressures. The document outlines comprehensive reforms to tackle these challenges.
Implementation of the strategy will focus on strengthening Romania’s military capabilities, enhancing national resilience, fostering closer cooperation with NATO and European Union allies, and developing a long-term defence investment plan to ensure sustained security and strategic readiness.
