Russia Enacts Law Banning Promotion of “Childfree Propaganda”

Moscow, November 24, 2024 – The Europe Today: Russian President Vladimir Putin has signed into law a new measure prohibiting the promotion of “childfree propaganda.” The legislation, passed unanimously by the State Duma and Federation Council, seeks to curb advocacy against parenthood as part of efforts to address Russia’s demographic challenges.

The law imposes strict penalties on individuals, officials, and organizations found guilty of promoting the refusal to have children through media, films, advertising, or online platforms. Fines for individuals range from 50,000 to 100,000 rubles, while officials could face penalties between 100,000 and 200,000 rubles. Legal entities may incur fines up to five million rubles. For violations involving minors, penalties will be significantly increased.

Online platforms are also subject to scrutiny under the law. Website owners must monitor and remove childfree content or face inclusion in a registry of prohibited information managed by Russia’s media watchdog, Roskomnadzor.

Foreign nationals promoting childfree ideology in Russia could face fines, expulsion, or administrative arrest of up to 15 days.

An exception in the law permits the promotion of celibacy or childlessness for religious or monastic reasons, ensuring that these practices are not penalized.

The legislation reflects the Kremlin’s prioritization of reversing Russia’s declining population and low birth rate. However, critics argue that restricting personal choices and curbing free expression may not effectively address the country’s demographic concerns.
