Vietnam, Japan Strengthen Defence Cooperation at 11th Policy Dialogue

Tokyo, February 11, 2025 – The Europe Today: The 11th Vietnam-Japan Defence Policy Dialogue was held in Fukuoka, Japan, on Monday, co-chaired by Senior Lieutenant General Hoàng Xuân Chiến, Politburo member and Deputy Minister of National Defence of Vietnam, and Kano Koji, Japan’s Vice Minister of Defence.

During the dialogue, both sides exchanged views on regional and global security issues of mutual concern. Senior Lieutenant General Chiến reaffirmed Vietnam’s consistent foreign policy of independence, self-reliance, peace, and multilateral cooperation. He highlighted Vietnam’s commitment to resolving disputes through peaceful means in accordance with international law, particularly under its “Four No’s” defence policy.

Regarding the East Sea issue, Chiến underscored the necessity of respecting international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS), and called for the acceleration of negotiations on an effective and substantive Code of Conduct (COC).

Vice Minister Kano reaffirmed Japan’s commitment to strengthening defence ties with Vietnam and upholding international law. He expressed confidence that the frank and constructive discussions at the dialogue would further enhance bilateral defence cooperation.

Chiến noted that since the 10th dialogue, Vietnam-Japan defence relations have expanded across various areas, including high-level exchanges, military training, defence industry collaboration, UN peacekeeping, humanitarian assistance, and multilateral cooperation. He proposed that Japan increase training and scholarship opportunities for Vietnamese officers and continue supporting Việt Nam’s efforts in UN peacekeeping and post-war recovery initiatives.

Both sides acknowledged the significant progress in defence cooperation and agreed on the need to explore further areas for collaboration. Chiến extended an invitation to Kano to visit Việt Nam for the 12th edition of the dialogue.

At the conclusion of the meeting, the two delegation leaders signed the minutes of the 11th Vietnam-Japan Defence Policy Dialogue, reaffirming their commitment to strengthening bilateral defence ties.
