Shavkat Mirziyoyev Reviews Public-Private Partnership Projects in the Social Sector

Tashkent, February 28, 2025 – The Europe Today: President Shavkat Mirziyoyev reviewed a presentation on the effective organization of public-private partnership (PPP) projects in the social sector, highlighting ongoing efforts to enhance collaboration between the state and private enterprises.

The government has been implementing significant reforms to reduce state involvement in the economy. The Law on Public-Private Partnership, adopted in 2019, has created extensive opportunities for fostering cooperation in key social sectors.

These partnerships have already delivered substantial results, particularly in education and healthcare. The establishment of private kindergartens with a total capacity of 1.2 million places has increased preschool education coverage to 77 percent. Additionally, under 67 projects in higher education, 29,000 students have been provided with dormitory accommodations. In the healthcare sector, private enterprises play a crucial role in dentistry, otorhinolaryngology, laboratory services, and other medical fields. Despite these achievements, the demand for further development in PPP projects remains high.

During the presentation, proposals were reviewed to expand PPP initiatives across healthcare, education, culture, and sports. Measures have been outlined to implement five healthcare projects worth $1.2 billion, six projects in preschool and school education totaling $745 million, and higher education initiatives worth $100 million. These projects will be executed in collaboration with international partners, including the Asian Development Bank, the International Finance Corporation, and the European Bank for Reconstruction and Development.

Key plans include the construction of modern multi-specialty clinics in Tashkent, Fergana, Bukhara, Andijan, and Samarkand. Additionally, non-medical services in regional central polyclinics are expected to be transferred to private management. The discussion also covered the role of the private sector in cultural and sports activities. Currently, 43 cultural centers have been transferred to private management, with an additional 127 facilities identified for potential transfer.

The need to renovate unused swimming pools, sports halls, and playgrounds while expanding wellness services was also emphasized. To facilitate this process, a proposal was made to simplify procedures for transferring cultural and sports facilities to private entities. President Mirziyoyev instructed relevant ministries and local authorities to approve and implement roadmaps for each facility and accelerate the execution of PPP projects in the social sector.
