Bayramov Urges Armenia to Amend Constitution, Reaffirms Commitment to Peace Talks

Baku, April 25, 2025 – The Europe Today: Azerbaijan’s position on regional peace and sovereignty remains consistent and firmly anchored in international law, Foreign Minister Jeyhun Bayramov stated during a joint press conference with Kaja Kallas, High Representative of the European Union for Foreign Affairs and Security Policy and Vice-President of the European Commission, held in Baku.

Minister Bayramov emphasized the importance of removing from Armenia’s Constitution any provisions that undermine Azerbaijan’s territorial integrity or sovereignty, as well as those that imply territorial claims against Azerbaijan. “It is essential to remove from Armenia’s Constitution any provisions that contradict Azerbaijan’s territorial integrity and sovereignty, as well as claims to Azerbaijani lands,” Bayramov asserted.

The Azerbaijani Foreign Minister also highlighted the need for concrete action regarding the dissolution of the OSCE Minsk Group, which he noted is no longer an active mechanism in the peace process.

Addressing the broader context of regional security, Bayramov said that his discussions with High Representative Kallas covered various conflicts that pose threats across a wide geographical area and their implications for regional stability. “In this context, I provided an overview of the situation in the South Caucasus, including the latest developments toward normalizing relations with Armenia,” he noted.

Minister Bayramov elaborated on the peace process initiated by Azerbaijan over the past two and a half years, including progress on the drafting of a peace treaty and the current status of negotiations. “A broad exchange of views took place regarding the peace negotiations, and we also discussed Azerbaijan’s expectations from Armenia in detail,” he added.

The meeting between Minister Bayramov and High Representative Kallas underscores ongoing efforts to engage the European Union in supporting lasting peace and stability in the South Caucasus.
