Azerbaijan Begins Preparations for First Nationwide Digital Population Census in 2029

Baku, July 18, 2026 – The Europe Today: Azerbaijan has launched preparations for its 2029 Population Census, with Prime Minister Ali Asadov chairing an expanded meeting of the Cabinet of Ministers on July 17 to review implementation plans for the nationwide exercise.

The meeting focused on the execution of tasks arising from President Ilham Aliyev’s Decree, signed on July 7, 2026, titled “On Conducting the Population Census in the Republic of Azerbaijan in 2029,” as well as preparations for organizing and implementing the census.

Addressing the meeting, Prime Minister Asadov described the population census as the country’s most comprehensive source of demographic information, emphasizing its critical role in accurately assessing population trends and supporting evidence-based socio-economic planning and policymaking.

He also highlighted the historic significance of the upcoming census, noting that it will be the first nationwide population count conducted across the entire sovereign territory of Azerbaijan following the country’s restoration of full territorial integrity.

“For the first time in the history of independent Azerbaijan, after the historic Victory achieved by the glorious Azerbaijan Army in the Patriotic War under the leadership of President and Victorious Commander-in-Chief Ilham Aliyev, and following the full restoration of the country’s sovereignty, the population census will be conducted throughout Azerbaijan’s entire sovereign territory,” the Prime Minister said.

Ali Asadov announced that the Cabinet of Ministers will adopt a comprehensive Action Plan to ensure the effective implementation of the Presidential Decree.

He further stated that a Central Commission for Assistance with the Population Census, to be chaired by a Deputy Prime Minister, will be established to coordinate the work of central and local executive authorities, government agencies, enterprises, and other institutions involved in the preparation and conduct of the census.

The Prime Minister also revealed that, for the first time, Azerbaijan plans to conduct the population census using digital technologies, supported by administrative and geospatial data, in line with relevant United Nations recommendations and the country’s national development priorities. The adoption of modern digital tools is expected to improve the efficiency, accuracy, and quality of census data collection and analysis.

During the meeting, Azer Mursagulov, Chairman of the State Statistical Committee, and Rashad Nabiyev, Minister of Digital Development and Transport, briefed participants on the ongoing preparations and outlined the measures being undertaken to ensure the successful implementation of Azerbaijan’s 2029 population census.
