Ottawa, September 27, 2026 — The Europe Today: Vietnamese Minister of Foreign Affairs Lê Hoài Trung and Canadian Foreign Minister Anita Anand have adopted an Action Plan to implement the Việt Nam–Canada Strategic Partnership during their talks in Ottawa.
The Action Plan seeks to translate commitments and strategic orientations agreed by the two countries’ senior leaders into concrete programmes and projects, with a focus on a wide range of priority areas.
These include political and diplomatic cooperation, trade and investment, science and technology, innovation, digital transformation, healthcare and pharmaceuticals, education and training, high-quality human resource development, energy security, environmental protection, sustainable development, transport, supply chains and infrastructure.
The plan also covers defence and security cooperation, law enforcement and justice, culture and people-to-people exchanges, with the aim of generating practical benefits for the people and businesses of both countries.
The two ministers agreed to regularly review and update the Action Plan to ensure its effective implementation.
Minister Trung reaffirmed Việt Nam’s importance attached to its friendship and cooperation with Canada, noting that the elevation of bilateral relations to a Strategic Partnership marked an important milestone. He said the upgrade reflected growing mutual trust, increasingly convergent interests and strategic visions, as well as expanded potential for cooperation.
Minister Anand likewise emphasized Canada’s importance attached to its Strategic Partnership with Việt Nam and reaffirmed Ottawa’s commitment to making the partnership deeper, more substantive and effective.
The two sides agreed that their foreign ministries should strengthen their coordinating role in implementing common understandings and agreements reached by senior leaders. They also called for sustained exchanges and contacts at all levels and enhanced coordination among ministries, sectors, local authorities and businesses.
The ministers agreed to make greater use of the Deputy Foreign Minister-level Political Consultation mechanism to strengthen cooperation between the Vietnamese Ministry of Foreign Affairs and Global Affairs Canada. They also agreed to effectively implement existing bilateral cooperation mechanisms and continue considering the establishment of additional strategically significant dialogue mechanisms.
The two officials exchanged views on regional and international issues of mutual concern. Minister Trung called for stronger Canadian coordination through multilateral and regional mechanisms to contribute to peace, stability, cooperation and development amid complex global developments.
Minister Anand described Việt Nam as a key partner for Canada within ASEAN and the wider Indo-Pacific region, reaffirming Canada’s intention to promote cooperation under the ASEAN–Canada Strategic Partnership framework.
The two countries also agreed to maintain close coordination at the United Nations, ASEAN and ASEAN-led mechanisms, the Asia-Pacific Economic Cooperation (APEC), the Comprehensive and Progressive Agreement for Trans-Pacific Partnership (CPTPP), and within the Francophonie community.
They agreed to support each other in hosting APEC 2027 in Việt Nam and APEC 2029 in Canada. Việt Nam also reaffirmed its support for Canada’s hosting of the Francophonie Summit in 2028.
The ministers agreed to maintain regular consultations and close coordination in implementing the Action Plan, periodically review progress and advance priority programmes and projects to achieve concrete results at an early stage under the Việt Nam–Canada Strategic Partnership.
