Vietnam Launches First Congress of Government Party Organisation for 2025–2030

Hanoi, October 13, 2025 – The Europe Today: The first Congress of the Government Party Organisation for the 2025–2030 tenure officially commenced at the National Convention Centre in Hanoi on Monday morning, with 453 delegates representing over 209,000 Party members from 2,211 subordinate Party organisations in attendance.

The event was attended by Party General Secretary Tô Lâm; former Party General Secretary Nông Đức Mạnh; Politburo members and State President Lương Cường; former Politburo member and former State President Trương Tấn Sang; Prime Minister Phạm Minh Chính, who also serves as Politburo member and Secretary of the Government Party Committee; former Prime Minister Nguyễn Tấn Dũng; National Assembly Chairman Trần Thanh Mẫn; former National Assembly Chairpersons Nguyễn Sinh Hùng and Nguyễn Thị Kim Ngân; other senior Politburo members, former leaders of the Party, State, and Vietnam Fatherland Front; as well as Deputy Prime Ministers, Deputy Secretaries of the Government Party Committee, and heads of ministries and agencies.

Reflecting on a Challenging but Successful Term

The Congress, marking the first session of the newly-organised Government Party Organisation, aims to review the 2020–2025 term, assess the leadership and achievements of the Government Party Committee, and define strategic directions, objectives, tasks, and solutions for the 2025–2030 tenure. The discussions will also contribute to the draft documents to be presented at the 14th National Party Congress.

In his opening address, Prime Minister Phạm Minh Chính paid tribute to the late President Hồ Chí Minh and previous leaders for their tireless dedication to national development and strengthening the Government across different periods. He also expressed deep gratitude to the late Party General Secretary Nguyễn Phú Trọng for his guidance, leadership, and support throughout the previous term.

PM Chính described the Congress as a historic milestone for building a transparent, creative, action-oriented, and people-centered Government, emphasizing the Party’s comprehensive leadership over the Government Party Committee and state administration. He underlined that the Government Party Committee serves as the core political leadership body, responsible for managing government activities and ensuring the timely implementation of Party and State policies.

Reflecting on the 2020–2025 term, the PM noted that despite a rapidly changing international and regional environment and unprecedented challenges, under the Party Central Committee’s leadership, the Government Party Committee successfully implemented strategic breakthroughs and key initiatives. This included effective responses to the COVID-19 pandemic, maintaining macroeconomic stability, social welfare, and guiding administrative restructuring and the creation of a new two-tier local administration model.

Achievements and Strategic Outlook for 2025–2030

The PM highlighted that the successes achieved were due to comprehensive leadership from the Party Central Committee, direct guidance from the Politburo and Secretariat, effective coordination among agencies, and lessons learned from experience. Vietnam has attained significant accomplishments across all sectors, creating momentum for reform and innovation, fostering societal dynamism, and strengthening public trust in the Communist Party.

Looking ahead to the 2025–2030 term, PM Chính emphasized that the global environment will remain complex and unpredictable, requiring revolutionary solutions and scientific breakthroughs to overcome bottlenecks in social development. The Government Party Organisation has adopted the motto: “Solidarity, Discipline – Democracy, Innovation – Breakthrough and Development – Close to the People, For the People”, reflecting the guiding principle that the people are the root and source of strength for all government activities.

The PM urged delegates to conduct in-depth analysis of domestic and international conditions, evaluate achievements and shortcomings, and contribute to drafting strategic solutions for the next term. Key priorities include building a clean, strong, united, and exemplary Government Party Organisation; advancing science, technology, innovation, and digital transformation; promoting sustainable economic growth through green, digital, creative, and circular economies; ensuring national defence and security; and fostering social justice, welfare, and inclusive development.

PM Chính concluded by calling for responsible, intellectual discussions to refine the draft documents of the 14th National Party Congress, ensuring national stability, development, and improved living standards for the people. He affirmed that the Government Party Organisation aims to remain a leading and exemplary body in implementing the 14th National Party Congress Resolution during the 2025–2030 tenure.
