Baku, November 17, 2025 – The Europe Today: President Ilham Aliyev reaffirmed Azerbaijan’s leadership in digital transformation and connectivity during his address to participants of the International Telecommunication Union (ITU) World Telecommunication Development Conference, emphasizing the country’s rapid advancements in broadband access and digital identity systems.
President Aliyev noted that Azerbaijan currently maintains a leading position in the region, having achieved 100% broadband internet coverage. He added that the country is also among the frontrunners globally in the development and adoption of digital identity solutions.
Highlighting progress in digital governance, the head of state pointed to the widespread use of the biometric digital signature system “SIMA,” which has already been adopted by 3.6 million users and integrated into more than 80 state information systems.
“It is no coincidence that Azerbaijan has been placed in the highest category group of the United Nations E-Government Development Index. Our goal is to enter the top 40 countries in this index within the next five years,” President Aliyev said.
He emphasized that Azerbaijan will continue strengthening its digital infrastructure, improving public services, and enhancing innovation as part of its broader vision for national development and technological competitiveness.
