Tallinn, June 6, 2025 – The Europe Today: Prime Minister Phạm Minh Chính held talks with President of the Estonian Parliament Lauri Hussar on Thursday in Tallinn, as part of his official visit to Estonia. The meeting aimed to reinforce bilateral cooperation and elevate the Vietnam–Estonia partnership to new heights.
President Hussar extended a warm welcome to Prime Minister Chính and the high-level Vietnamese Government delegation. He underlined Vietnam’s strategic role in the Asia-Pacific region, noting that the country remains one of Estonia’s most important partners in Southeast Asia.
Prime Minister Chính expressed appreciation for the positive progress in bilateral relations over recent years and voiced confidence that his official visit would mark the beginning of a new chapter of cooperation grounded in shared interests and complementary strengths.
He conveyed his gratitude to Estonia for its support during Vietnam’s struggle for national liberation and reunification, as well as its continued assistance during the country’s national development journey. Emphasizing common aspirations for independence, innovation, and progress, the Vietnamese leader reaffirmed Vietnam’s vision to become a modern, industrialised nation by 2030 and a high-income, developed country by 2045.
PM Chính outlined Vietnam’s strategic focus on science, technology, innovation, and digital transformation as critical pillars for sustainable development. In this regard, he acknowledged Estonia’s global leadership in innovation, e-governance, digital economy, and digital society, and expressed Vietnam’s desire to learn from Estonia’s successful experiences.
Both leaders agreed on the need to strengthen bilateral contact and promote high-level exchanges. They emphasised the importance of enhancing economic, trade, and investment ties, particularly given the complexity of the current global geopolitical and economic environment. Prime Minister Chính affirmed Vietnam’s readiness to create favourable conditions for Estonian enterprises seeking investment opportunities in the country.
To further institutionalise cooperation, PM Chính proposed the early establishment of a Vietnam–Estonia Parliamentary Friendship Group, as well as the formation of a joint committee on economic, scientific-technological, and innovation cooperation. He also urged the Estonian Parliament to support the swift ratification of the EU–Vietnam Investment Protection Agreement (EVIPA), which is expected to unlock new momentum in bilateral trade and investment collaboration.
President Hussar welcomed these proposals and praised the continued development of Vietnam–Estonia relations, particularly in the area of inter-parliamentary cooperation, which he said holds significant untapped potential. He expressed Estonia’s interest in expanding its ties with Southeast Asia and highlighted the important role of the Vietnam–Estonia partnership in advancing EU–ASEAN cooperation.
The two sides agreed to strengthen dialogue mechanisms, exchange delegations, and share legislative experience and best practices. They also reaffirmed their commitment to mutual support at inter-parliamentary forums.
Prime Minister Chính called on the Estonian Parliament to continue supporting the Vietnamese community living and working in Estonia, recognizing their role as a vital bridge between the two peoples.
During the talks, the two leaders exchanged views on regional and international issues of shared concern. On the East Sea (South China Sea), they jointly emphasized the importance of upholding peace, stability, maritime security, and freedom of navigation and overflight, in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS). They affirmed the need to resolve disputes through peaceful means and without the use or threat of force.
On behalf of Vietnamese National Assembly Chairman Trần Thanh Mẫn, Prime Minister Chính extended an invitation to President Lauri Hussar to pay an official visit to Vietnam. President Hussar accepted the invitation with appreciation and anticipation.
The meeting underscored the strong foundation and forward-looking agenda of Vietnam–Estonia relations, with both countries committed to exploring new avenues for comprehensive and practical cooperation in the years ahead.
