Gurbanguly Berdimuhamedov’s Vision on 35th Independence Day of Turkmenistan: Strengthening Independence, Democratic Governance and Sustainable National Development

Gurbanguly Berdimuhamedov

As Turkmenistan prepares to commemorate the 35th anniversary of its independence, the meeting of the Presidium of the Halk Maslahaty, chaired by the National Leader of the Turkmen people and Chairman of the Halk Maslahaty, Gurbanguly Berdimuhamedov, has emerged as a defining moment in shaping the country’s future direction. The meeting was not just a rehearsal for the celebration of the national holiday; it was a complete picture that encapsulates patriotism, institutional development, socio-economic transformation and international engagements in one strategy under a national glance.

The next session of the Halk Maslahaty will take place on September 23, 2026, at the Maslahat Palace in Ashgabat and is of great political importance. Gurbanguly Berdimuhamedov highlighted the significance of the Halk Maslahaty as a forum to reflect on the country’s progress, prioritize the future agenda and enhance the communication between the state and society.

One of the key points in National Leader’s speech was his focus on continuity in the development of the nation. His call to speed up the implementation of the National Program for Socioeconomic Development of Turkmenistan (2022-2052) and the Presidential Program for Socioeconomic Development (2022-2028) indicates the long-term governance philosophy and approach for sustainable growth. These priorities, such as industrial modernization, investments in cutting-edge production facilities, job creation, expanding healthcare services, reforming the education system, empowering youth, ensuring food security, and technological innovation, reflect a harmonious strategy for enhancing the country’s economic resilience and the well-being of its people.

Gurbanguly Berdimuhamedov also made note of the importance of institutional coordination. He urged the Mejlis (Parliament), Cabinet of Ministers and regional administrations to join forces, emphasizing the need for unity of purpose and efficient implementation to ensure effective governance. The constitution of a specialized Organizing Committee and well-defined roles of national and local institutions reflect a clear administrative framework for transparency and efficiency in organizing the upcoming national forum.

As well, the Halk Maslahaty’s role as an instrument for participatory governance was being increasingly pointed out in the speech. Gurbanguly Berdimuhamedov pointed out that it is important for the institution to be actively interacting with citizens, taking into account their proposals, further developing regional councils, and involving political parties, public organizations, academics and media in the dissemination of the importance of national policies. The approach is a developing governance model which aims at strengthening democracy and ensuring social cohesion and national unity.
The National Leader’s commitment to human capital is another positive aspect of his vision. Appointment by the State of honorary decorations and titles for outstanding citizens reflects the State’s recognition of professional excellence and public service. This recognition not only celebrates individual success but also fosters a spirit of dedication, innovation, and patriotism throughout society.

In addition to domestic affairs, Gurbanguly Berdimuhamedov gave significant importance to Turkmenistan’s foreign policy. His decision to expand parliamentary diplomacy and advance the country’s peaceful and humanitarian policy in international affairs is completely aligned with Turkmenistan’s universal diplomacy and policy of permanent neutrality. The leadership strives to strengthen Turkmenistan’s international image as a constructive and reliable partner for regional stability and cooperation, by inviting the Mejlis and public organizations to actively showcase Turkmenistan’s peaceful foreign policy and its role in promoting stability and cooperation throughout the region.

The address also demonstrated the National Leader’s legacy of safeguarding and promoting Turkmenistan’s rich cultural heritage. The international success of Turkmen equestrian teams and the wide propagation of the famous Akhal-Teke horses in the world are examples of the importance of cultural diplomacy in the soft power of the country. Engagement in international events in Central Asia, Europe, North America and Asia ensures the cultural identity of Turkmenistan and promotes cultural exchanges between the countries.

The celebration of 35th anniversary of independence is also not limited to the ceremonies. The special anniversary medal to be worn by those taking part in the commemorative military parade, and the numerous cultural, educational and civic events nationwide, represent an expression of respect for national service, and to increase the public’s appreciation for the country’s amazing achievements since independence. These programs link past accomplishments with future promises and strengthen national unity through sovereignty, neutrality and development.

The next sitting of the Halk Maslahaty should therefore turn out to be much more of a constitutional assembly. It is a forum that will evaluate national achievements, set priorities for future development and fine-tune policy directions for the years to come. Gurbanguly Berdimuhamedov’s leadership is characterized by a holistic approach that prioritizes sustainable economic development, institutional modernization, democratic engagement, and international cooperation, all aimed at fostering future stability and prosperity.

Gurbanguly Berdimuhamedov’s speech is a call to action for Turkmenistan, promising hope for the future and a positive trajectory after a pivotal moment in the country’s modern history. The National Leader’s vision, which integrates strategic planning and cultural preservation, effective governance, and a strong commitment to peace and neutrality, aims to not just honour the nation’s successes over the last three and a half decades, but also establish a solid base for its future growth and impact within the region and beyond.
