Baku, September 26, 2026 — The Europe Today: President of the Republic of Azerbaijan Ilham Aliyev participated in two online ceremonies marking the launch of a major textile production project in Mingachevir Industrial Park and the opening of the Minkend Small Hydroelectric Power Plant in Lachin district.
At the Baku Convention Center, President Ilham Aliyev, Chairman of the Board of Azersheker LLC Nasib Islamzade and Chairman of Global Textile Group Muzaffar Razakov pressed the button signaling the start of construction of a production facility under the Textile Cluster project of Textile Horizon LLC.
Textile Horizon LLC, which received resident status in the Mingachevir Industrial Park last year, was established by Azersheker LLC, Global Textile LLC and the Azerbaijan–Uzbekistan Investment Fund.
The project envisages an integrated textile production chain covering the process from cotton cultivation to the production of lint, yarn, fabric and finished textile products. The enterprise will benefit from the tax and customs incentives available to residents of the Mingachevir Industrial Park.
The facility will occupy 11.2 hectares and is planned to produce annually 16,000 tons of lint, 11,000 tons of yarn, 7,300 tons of dyed fabric and 11 million shirts. The products will serve both the domestic market and export markets.
At the same ceremony, President Ilham Aliyev and Chairman of Türkiye’s Demiroren Holding Yıldırım Demirören pressed the button marking the opening of the Minkend Small Hydroelectric Power Plant in Lachin district.
The 3.2-megawatt plant is expected to generate 11.8 million kilowatt-hours of electricity annually. It was constructed using Austrian and Italian technologies and forms part of Azerbaijan’s broader efforts to develop the green energy potential of the liberated territories.
The restoration, construction and long-term operation of small hydropower plants in Kalbajar and Lachin are being carried out under the 1st State Program on the Great Return through public-private partnership principles.
The overall project, valued at 53.2 million manats, covers five small hydropower plants — Minkend, Galaja-1, Galaja-2, Malibay and Tartar-1. The remaining plants are scheduled to become operational by the end of 2026.
Together, the facilities will have a total installed capacity of 12.9 MW and are expected to generate 44.1 million kWh of electricity annually. The plants are designed for an operational lifespan of 30 years.
The project benefits from incentives and exemptions applicable to territories liberated from occupation, while the Azerbaijan Business Development Fund under the Ministry of Economy has provided concessional financing.
Demiroren Holding and the Azerbaijan Business Development Fund are equity partners in Green Garabagh Energy LLC, the company involved in implementing the hydropower project.
