Kazakhstan Climbs 16 Places to Rank 60th in Government AI Readiness Index 2025

Astana, December 25, 2025 – The Europe Today: Kazakhstan has secured the 60th position among 195 countries in the Government AI Readiness Index 2025, published by the international analytical center Oxford Insights, marking a significant rise of 16 places from last year, according to media reports citing the Ministry of Artificial Intelligence and Digital Development of the Republic of Kazakhstan.

In the previous edition of the index, Kazakhstan ranked 76th. The ministry noted that the improved standing reflects the country’s strengthened institutional and infrastructure capacity, as well as the active integration of artificial intelligence across public services and governance.

Kazakhstan recorded a particularly strong performance in the Public Sector Adoption pillar, scoring 73.59 points. This result underscores the extensive use of digital solutions in government services, the continued development of e-government platforms, and the transition toward proactive services for citizens and businesses. The ministry emphasized that Kazakhstan currently leads Central Asia in overall AI readiness.

According to the ministry, the 2025 index was compiled using an updated methodology that places greater emphasis on the expanded role of the state, encompassing strategic planning, regulation, and the practical implementation of artificial intelligence in both the public sector and the wider economy. This, it said, makes Kazakhstan’s ranking especially noteworthy amid the growing complexity of the global AI ecosystem.

Oxford Insights also highlighted Kazakhstan’s political capacity and governance readiness. The existence of strategic policy documents, the development of a regulatory framework, and sustained institutional focus on artificial intelligence have enabled the country to pursue a long-term and systematic approach to AI policy.

The ministry added that the findings of the study also point to areas for further advancement. The next stage of development of Kazakhstan’s AI ecosystem will focus on accelerating the commercialization of AI solutions, strengthening the private technology sector and startups, expanding market adoption, and improving business access to data and financing instruments.
