Baku, October 5, 2026 – The Europe Today: President of the Republic of Azerbaijan Ilham Aliyev on Monday attended the inauguration of the pharmaceutical manufacturing plant of Gen Pharma Caucasus Manufacturing Operations LLC at Pirallahi Industrial Park.
Azerbaijan’s Minister of Economy Mikayil Jabbarov briefed President Ilham Aliyev on the activities of industrial zones across the country and the development of Pirallahi Industrial Park.
Established in 2016 by a decree of President Ilham Aliyev, Pirallahi Industrial Park aims to promote the pharmaceutical industry, reduce Azerbaijan’s dependence on imported medicines, expand local pharmaceutical production, meet domestic demand and create new employment opportunities. Six residents have so far been registered at the industrial park.
Currently, Azerbaijan has eight operating industrial parks, including Sumgayit, Mingachevir, Garadagh, Pirallahi, Aghdam, Hajigabul and Balakhani industrial parks, as well as the Araz Valley Economic Zone. Infrastructure development is also underway for the newly established Nakhchivan Industrial Park, while design work is in progress for the West Industrial Park covering the administrative territories of Ganja city and Shamkir district.
During the ceremony, Abidin Gülmüş, founder of Gen Pharma Caucasus Manufacturing Operations LLC, briefed the Azerbaijani President on the enterprise and its production capabilities.
The company received resident status at Pirallahi Industrial Park in 2023. Its founders are Türkiye’s Gen İlaç ve Sağlık Ürünleri Sanayi A.Ş., with a 66 percent stake; the Azerbaijan Business Development Fund under the Ministry of Economy, with 29 percent; and Türkiye’s SIA Pharmaceuticals, with 5 percent.
The project has a total investment value of 113.9 million manats. It was financed through private investment, alongside a 13.2 million-manat investment by the Azerbaijan Business Development Fund and 10 million manats in concessional financing. As a resident of the industrial park, the enterprise has also benefited from exemptions exceeding 7 million manats in VAT and customs duties.
Covering an area of 5.2 hectares, the pharmaceutical plant has an annual production capacity of 60 million boxes of medicines, equivalent to 2.5 billion tablets and capsules.
The facility will manufacture medicines for cardiology, neurology, urology, diabetology and gastroenterology, as well as painkillers, antibiotics and other pharmaceutical products.
According to the enterprise’s development plans, production will be expanded and the manufacture of more than 500 medicines will be localized in Azerbaijan over the next five years. The company also aims to meet domestic demand to the greatest possible extent and broaden its export markets.
The plant is equipped with advanced machinery manufactured by leading companies from the United States, Japan, Germany, Switzerland, China, Denmark, Sweden and Türkiye, enabling the production of medicines in accordance with high international standards.
In addition to supplying the domestic market, the company plans to export its pharmaceutical products to Uzbekistan, Kazakhstan, Georgia and other international markets.
The facility is expected to provide permanent employment for 178 people, contributing to the expansion of Azerbaijan’s manufacturing and pharmaceutical sectors.
The enterprise also plans to strengthen educational and scientific cooperation, including through the establishment of an official training facility for Garabagh University and Azerbaijan Medical University.
