Vietnamese Prime Minister Holds Talks with Russian President on Sidelines of BRICS Summit in Kazan

Kazan, October 25, 2024 – The Europe Today: Vietnamese Prime Minister Phạm Minh Chính met with Russian President Vladimir Putin on the sidelines of the expanded BRICS Summit in Kazan, Russia, where the two leaders discussed strengthening the comprehensive strategic partnership between Việt Nam and Russia.

President Putin expressed his gratitude for the warm reception he received during his state visit to Việt Nam in June 2024, noting it reflected the enduring bond between the two nations. The Russian leader asked PM Chính to convey his regards to Party General Secretary Tô Lâm and other senior Vietnamese leaders, and extended his congratulations to Lương Cường on his recent election as State President of Việt Nam.

President Putin thanked the Vietnamese government and PM Chính for their commitment to implementing bilateral agreements and resolving challenges in cooperation. In response, PM Chính reaffirmed Việt Nam’s dedication to further deepening its comprehensive strategic partnership with Russia, highlighting that this aligns with both countries’ aspirations for strengthened relations.

PM Chính congratulated Russia on its socio-economic progress under President Putin’s leadership and commended the successes of BRICS Summit events held in 2024. The Vietnamese leader also relayed well-wishes from Party General Secretary Tô Lâm, State President Lương Cường, and National Assembly Chairman Trần Thanh Mẫn to President Putin.

The leaders praised recent advancements in Việt Nam-Russia relations, including increased high-level exchanges and a strong boost in bilateral trade. However, they acknowledged the need for enhanced cooperation, particularly in economic, trade, investment, and tourism sectors, as well as expansion into renewable energy and infrastructure.

President Putin applauded the outcomes of the 25th meeting of the Việt Nam-Russia Intergovernmental Committee, encouraging the effective implementation of its agreements. PM Chính invited Russian enterprises to invest in Việt Nam and called on President Putin to support continued cooperation across diverse sectors, emphasizing energy as a pillar of the Việt Nam-Russia partnership.

Both leaders highlighted the success in oil and gas collaborations and agreed to bolster efforts in green growth and sustainable energy projects, particularly in technology transfer, workforce training, and developing expert teams in Việt Nam. They also discussed joint initiatives in science, technology, education, tourism, and transport, agreeing to commemorate the 75th anniversary of diplomatic ties in 2025.

PM Chính requested Russia’s support for the Vietnamese community in Russia, with President Putin confirming the continuation of 1,000 annual scholarships for Vietnamese students in Russia.

During PM Chính’s visit, Vietnamese and Russian agencies signed a series of cooperation agreements, marking further progress in bilateral relations. Concluding his trip, PM Chính and his delegation departed Kazan early on October 25, returning to Hanoi after a productive engagement at the BRICS Summit.
