HCM City-Mộc Bài Expressway Project Set to Commence on 80th National Day Anniversary

Hanoi, July 19, 2025 – The Europe Today: The 51-kilometre HCM City–Mộc Bài Expressway project is scheduled to break ground on September 2, 2025, coinciding with the 80th anniversary of Vietnam’s National Day (September 2, 1945 – September 2, 2025).

The project has begun with initial phases involving mine clearance and the relocation of technical infrastructure. The expressway will connect HCM City’s Ring Road 3 to National Highway 22 in Tây Ninh Province and is recognised as a vital national infrastructure undertaking.

Once operational, the expressway will serve as a high-capacity, high-speed corridor along the HCM City–Tây Ninh route. It is expected to significantly enhance the region’s industrial supply chain and facilitate the development of the Mộc Bài–HCM City–Cái Mép–Thị Vải urban zone, aligning with the broader Trans-Asia economic corridor.

According to Lương Minh Phúc, Director of the HCM City Transportation Works Construction Investment Project Management Unit, preparations are being accelerated to initiate several key projects ahead of the National Day milestone. For the expressway, initial bidding packages related to infrastructure relocation are being launched.

The project, approved by the Prime Minister on August 2, 2023, will be executed under a public-private partnership (PPP) model, with a total investment of VNĐ19.6 trillion (approximately US$749.2 million). The full length of the expressway spans 51 kilometres—24.7km within HCM City and 26.3km through Tây Ninh Province.

Phase one of the project will consist of four standard lanes and two emergency lanes. It comprises four main components: investment in expressway construction under the PPP framework; construction of roads and overpasses; and two components dedicated to compensation, support, and resettlement in HCM City and Tây Ninh, respectively.

In HCM City, the expressway will traverse five communes: Phú Hoà Đông, Nhuận Đức, Thái Mỹ, Củ Chi, and Tân An Hội. The Department of Agriculture and Environment reported that about 220 hectares of land would be reclaimed, affecting over 2,100 residents.

A compensation and site clearance board has compiled a list of affected individuals and is coordinating resettlement efforts. On July 7, the department met with leaders from the five communes and relevant agencies to identify strategies for expediting land clearance and compensation.

The municipal Department of Construction has been tasked with directing the Củ Chi Construction Investment Project Management Unit to work with investors in building technical infrastructure for resettlement areas and associated public facilities in Nhuận Đức Commune. Authorities have been urged to ensure that site handovers proceed on schedule.

In addition to the expressway, HCM City is planning to launch two other major infrastructure projects on National Day: the Đình Crossroads Project on National Highway 1 and Phase 1 of the HCM City–Long Thành–Dầu Giây Expressway intersection with Nhơn Trạch Bridge.

Separately, construction of the Rạch Tôm Bridge Project in southern HCM City began on July 10.
