Vietnam’s Leadership Reviews Preparations for 15th National Assembly’s 10th Session

Hanoi, October 16, 2025 – The Europe Today: Prime Minister Phạm Minh Chính and National Assembly (NA) Chairman Trần Thanh Mẫn co-chaired a high-level conference in Hanoi on Wednesday between the permanent cabinet members and the NA Standing Committee to review preparations for the upcoming 10th session of the 15th National Assembly.

Scheduled to take place from October 20 to December 12, the session will deliberate and decide on 66 key items and groups of items, including 50 draft laws, three legislative resolutions, and 13 issue groups covering socio-economic policies, state budget, oversight, and other national priorities.

During the meeting, participants assessed the progress of documentation, focusing on the collection of feedback, revisions, and the finalization of draft laws and reports. Out of 120 required documents, 108 have been submitted on schedule, reflecting strong coordination among government bodies.

The discussions emphasized addressing new and complex legislative areas, such as land management, national planning, digital transformation, artificial intelligence (AI), science and technology, energy development, healthcare, education, rural revitalization, and sustainable poverty reduction.

NA Chairman Trần Thanh Mẫn underscored the importance of close coordination between the Government, ministries, and NA agencies to ensure that all draft laws and resolutions are completed with high quality and on time. He also encouraged the application of digital technologies and AI to develop a “digital and smart legislature,” founded on shared responsibility and national consensus to ensure the session’s success.

Prime Minister Phạm Minh Chính called on Deputy Prime Ministers, ministers, and agency heads to accelerate and enhance the quality of legal drafting, urging them to swiftly translate the Politburo’s recent resolutions into effective legislative frameworks. He stressed that prompt implementation would help bring new policies to life, meeting the expectations of the National Assembly and the Vietnamese people.
