PM Chính Calls for Stronger International Support to Advance HCM City’s Vision of Becoming a Global Megacity

HCM CityNovember 26, 2025 – The Europe Today: Prime Minister Phạm Minh Chính on Tuesday called on international partners to cooperate closely with, support and stand alongside Việt Nam—particularly HCM City—as the country pursues its long-term development goals.

The Prime Minister delivered the message while addressing CEO 500 – TEA CONNECT, a major programme held within the framework of the Autumn Economic Forum 2025, which brought together senior leaders of Việtnam, HCM City authorities, and executives from leading domestic and international enterprises.

The event focused on identifying strategic solutions to help HCM City transform into an international megacity in the digital era. Participants were briefed on the city’s development strategy for the 2026–2030 period, with a vision to 2045, and examined key development projects and future cooperation opportunities.

In his remarks, PM Chính welcomed the constructive and enthusiastic contributions of international organisations and businesses, noting that their insights and cooperation serve as an important source of inspiration and motivation for Việt Nam as it advances toward its two centenary development goals.

Reviewing Việtnam’s development journey, the Prime Minister highlighted the country’s progress over nearly four decades of Đổi mới (Renewal). Việtnam now maintains diplomatic relations with 194 countries, enjoys comprehensive strategic partnerships with all five permanent members of the UN Security Council and several G20 nations, and has entered into 17 free trade agreements with more than 60 countries.

From a war-ravaged and impoverished nation, Việtnam has grown into a dynamic developing economy with a GDP of approximately US$510 billion—ranking 32nd globally—and a per capita income of around US$5,000, placing it among upper-middle-income countries. Its foreign trade and investment inflows are now among the world’s top 20.

PM Chính expressed appreciation for the cooperation and support of international partners, stressing that Việt Nam’s achievements reflect the spirit of “solidarity for gathering strength, cooperation for mutual benefit, and dialogue for building trust.”

He further outlined the five strategic development pillars of HCM City:

  1. Capital mobilisation and effective resource use,
  2. Modern and efficient infrastructure development,
  3. Institutional reform to enhance openness and competitiveness,
  4. High-quality human resource development, and
  5. Smart, innovative urban governance.

To advance these pillars, the Prime Minister called for stronger international engagement and support, saying such cooperation would be vital not only for HCM City but also for Việt Nam’s broader national development.

PM Chính expressed strong confidence in HCM City’s capacity to achieve major breakthroughs, affirming its role as a regional economic engine and a national centre for innovation, finance and connectivity. He emphasised that while the tasks ahead are challenging, they are essential for the city’s transformation.

He voiced belief that HCM City will continue to unlock its potential, mobilise resources effectively and accelerate growth, thereby becoming a dynamic, prosperous international megacity that stands proudly alongside other major global cities.

The Prime Minister concluded by affirming that HCM City’s success will contribute significantly to Việtnam’s vision of achieving sustainable development and national prosperity in the new era.
