Moscow, September 8, 2026 – The Europe Today: General Secretary of the Communist Party of Việtnam (CPV) Central Committee and President Tô Lâm, his spouse and a high-ranking Vietnamese delegation met with officials and staff of the Vietnamese Embassy and representatives of the Vietnamese community in Russia in Moscow on Monday (local time), as part of his state visit to Russia at the invitation of President Vladimir Putin.
Addressing the gathering, Vietnamese Ambassador to Russia Đặng Minh Khôi said the Vietnamese community in Russia remains united and closely connected to the homeland. He noted that Russian federal and local authorities have consistently paid attention to the community and created favourable conditions for Vietnamese citizens living and working in the country.
He also highlighted the role of the Union of Vietnamese Associations in Russia as a social organisation representing the interests of the Vietnamese community while supporting its material and spiritual well-being.
Despite complex and unpredictable developments in the regional and international situation, Ambassador Khôi said Việt Nam–Russia cooperation has continued to develop positively. High-level exchanges have been maintained regularly, while trade, tourism and people-to-people contacts have expanded. A number of major and symbolic cooperation projects have also been signed.
He expressed his belief that President Tô Lâm’s state visit would provide fresh momentum for bilateral cooperation across various fields, delivering practical benefits to both countries and their peoples while contributing to peace, stability, cooperation and development in the region and beyond.
Đỗ Xuân Hoàng, Chairman of the Union of Vietnamese Organisations in Russia, briefed President Tô Lâm on the situation of the Vietnamese community, stressing that Vietnamese people in Russia are fully aware that the conduct and contributions of each community member help shape the image of Việt Nam and its people.
The community, he said, encourages its members to respect the culture, customs and social norms of the host country, contribute positively to local society, and preserve the Vietnamese language, culture and national traditions. It aims to build a united and open community that integrates successfully without losing its cultural identity, while combining personal success with a strong sense of social responsibility.
Vietnamese people in Russia continue to follow developments in their homeland with confidence, pride and high expectations, sharing the joy of the country’s significant achievements in national renewal, development and defence, as well as in enhancing Việt Nam’s position and prestige in the international arena, Hoàng said.
Speaking at the meeting, President Tô Lâm commended the Vietnamese Embassy and other Vietnamese representative agencies in Russia for effectively fulfilling their responsibilities, representing Vietnamese citizens and serving as a bridge to strengthen solidarity within the Vietnamese community.
Briefing the community on developments in Việt Nam, President Tô Lâm said the country is pursuing ambitious development goals, including maintaining annual double-digit economic growth, promoting comprehensive national development and striving to become a high-income country, while continuously improving living standards and the quality of life of its people.
The Party and State, he affirmed, attach great importance to caring for and protecting the legitimate rights and interests of Vietnamese citizens abroad and creating increasingly favourable conditions for overseas Vietnamese to maintain close and substantive links with their homeland.
The President highlighted Politburo Resolution No. 23-NQ/TW on overseas Vietnamese affairs, saying that the Party and State will continue to improve institutions and introduce comprehensive, open and breakthrough mechanisms and policies to connect with, attract and effectively mobilise the resources of overseas Vietnamese.
Particular attention, he said, would be given to intellectuals, experts, entrepreneurs, scientists and young people, whose knowledge, expertise and networks can make an important contribution to national development.
President Tô Lâm called on overseas Vietnamese to embrace the spirit of Resolution No. 23-NQ/TW and play a more proactive and substantive role in national construction and development, as well as in safeguarding the Fatherland from an early stage and from afar.
He urged the Vietnamese community in Russia to uphold its long-standing traditions of solidarity, mutual assistance and affection; actively integrate into Russian society; and strictly observe local laws. The community should strive to build itself into a civilised, dynamic and responsible community that remains strongly rooted in Vietnamese national identity, he said.
The General Secretary and President also called on Vietnamese scientists, experts and intellectuals in Russia to utilise their knowledge, experience and extensive networks to promote innovation and develop new initiatives for bilateral cooperation.
He urged Vietnamese entrepreneurs in Russia to continue playing a key role in advancing economic, trade and investment cooperation between the two countries, strengthening business-to-business links and expanding cooperation into new areas that correspond to the development potential and needs of Việt Nam and Russia.
Addressing the younger generation, President Tô Lâm encouraged Vietnamese youth in Russia to nurture their aspirations, pursue education, acquire new knowledge and confidently integrate into the international community.
He said the younger generation has an important role in writing a new chapter in the Việt Nam–Russia friendship in the 21st century through their intellect, openness, talent and sense of responsibility.
President Tô Lâm also called on Vietnamese representative agencies in Russia to continue renewing their approaches and improving the quality of research, forecasting and strategic policy advice.
He urged the agencies to make greater efforts to implement agreements reached by the leaders of Việt Nam and Russia, thereby contributing to further deepening the comprehensive strategic partnership between the two countries across all fields.
At the same time, he asked Vietnamese representative agencies to continue supporting the Vietnamese community and its associations, strengthen citizen protection efforts, reinforce the great national unity bloc and create favourable conditions for Vietnamese citizens in Russia—particularly younger generations—to make meaningful contributions to the country’s national development and defence.
