Moscow, September 23, 2026 — The Europe Today: Russian Foreign Ministry Spokeswoman Maria Zakharova has warned that military supplies being sent to Ukraine will be regarded as legitimate targets by Russian armed forces, following the signing of a 100-year partnership declaration between Canada and Ukraine.
Commenting on the agreement, Zakharova said Canada had announced plans to provide Ukraine with interceptor missiles worth 350 million Canadian dollars, equivalent to approximately $248 million.
The Russian diplomat cautioned that agreements of this nature would, in Moscow’s view, prolong the conflict rather than contribute to a peaceful settlement. She argued that increased Western military assistance would further involve Western countries in the conflict.
Zakharova also criticized Ukrainian President Volodymyr Zelensky’s international efforts to secure additional political and military support, alleging that Kyiv was seeking continued assistance to sustain its military campaign.
She questioned whether Canadian taxpayers would continue financing support for Ukraine over an extended period under the framework of the proposed 100-year partnership, while arguing that public spending priorities could eventually become a subject of domestic debate in Canada.
The remarks came after Canadian Prime Minister Mark Carney and Ukrainian President Volodymyr Zelensky signed declarations on a 100-year partnership and cooperation in defense and security in Calgary, Alberta.
According to the announced framework, the 100-year partnership declaration envisages the conclusion of a corresponding treaty in the future. The defense and security agreement includes plans for joint projects and cooperation aimed at developing and localizing defense production in Canada and Ukraine.
Russia has repeatedly warned Western countries that deliveries of weapons and military equipment to Ukraine could be considered legitimate targets. Moscow maintains that continued Western military assistance risks prolonging the conflict, while Canada and other Ukraine-supporting countries have described their assistance as support for Ukraine’s defense.
