Hanoi, August 6, 2026 – The Europe Today: Vietnamese Prime Minister Lê Minh Hưng has emphasized that cybersecurity must go beyond protecting information systems to safeguarding people, declaring that citizens’ safety, security and well-being should serve as the ultimate measure of the country’s cyber policies.
Speaking at a ceremony in Hà Nội marking Vietnam Cybersecurity Day 2026, the Prime Minister, who also heads the National Steering Committee for Cybersecurity, said the annual observance reflects the Party and State’s recognition of cybersecurity as a strategic national priority.
He said the initiative is intended to mobilize the entire political system, businesses and citizens to contribute to building a safe, secure, trustworthy and humane cyberspace. It also seeks to foster a culture of digital safety while strengthening public awareness, responsibility and cybersecurity skills to protect national sovereignty and the legitimate rights and interests of citizens and businesses online.
Prime Minister Hưng highlighted significant progress made by Vietnam in cybersecurity, data protection and information security, including improvements to the legal framework, stronger protection of critical information systems, enhanced cyber defence capabilities and expanded international cooperation.
Despite these achievements, he warned that cybersecurity development has yet to keep pace with the country’s rapid digital transformation. Cybercrime, online fraud and personal data breaches are becoming increasingly sophisticated, creating growing risks for individuals, businesses and national security.
The Prime Minister said Vietnam’s drive to advance science, technology, innovation and digital transformation under Politburo Resolution No. 57-NQ/TW requires cybersecurity, data security and information protection to remain integral components of the country’s development strategy.
PM Outlines Five Cybersecurity Priorities
To address challenges emerging in the digital era, Prime Minister Hưng outlined five key priorities for the political system, businesses and society.
First, he called for cybersecurity policies to closely integrate the protection of information systems with the protection of people, placing citizens’ safety, security and well-being at the centre of decision-making. He said this approach reflects the central message of Vietnam Cybersecurity Day 2026: “For a humane cyberspace for everyone.”
Second, ministries, sectors and local authorities were urged to strengthen their role in creating an enabling and secure digital environment. The National Steering Committee for Cybersecurity should enhance coordination, improve the legal framework, address regulatory obstacles concerning cybersecurity, data security and personal data protection, and introduce stronger sanctions against cybercrime and other online violations.
Third, the Prime Minister called on specialized cybersecurity forces to continue serving as the country’s “steel shield” in defending national digital sovereignty while transitioning from reactive responses towards proactive prevention. He urged stronger forecasting and intelligence capabilities, closer inter-agency coordination and intensified efforts against high-tech and transnational cybercrime.
Fourth, technology, telecommunications and financial enterprises were encouraged to assume greater responsibility as partners in protecting cyberspace. Companies and financial institutions should adopt human-centred security architectures, provide users with built-in fraud detection and warning mechanisms, and invest in advanced technologies to make digital services safer and more accessible.
Finally, Prime Minister Hưng urged citizens to enhance their digital literacy, strengthen online self-protection skills and behave responsibly in cyberspace. He said the collective participation of around 100 million Vietnamese people could form the country’s strongest “digital fortress.”
At the ceremony, the Prime Minister officially launched Vietnam Cybersecurity Day 2026 and joined delegates and students in a symbolic activity marking the occasion.
The event underscored Vietnam’s determination to strengthen national cybersecurity while ensuring that its accelerating digital transformation remains safe, inclusive and centred on the interests and well-being of its people.
