Hanoi, August 15, 2026 — The Europe Today: Foreign nationals who lawfully enter or reside in Việtnam will be eligible to obtain electronic identification accounts at any level upon request under a newly issued Government decree amending and supplementing Decree No. 69/2024/ND-CP on electronic identification and authentication.
The amended decree also revises regulations on the principles of electronic identification and authentication, stipulating that individuals and organisations will not be required to submit documents where the relevant information has already been integrated into the national identification system.
Under the new provisions, Vietnamese citizens aged six and above who hold a valid citizen identity card or identity card may obtain Level-1 or Level-2 electronic identification accounts upon request. Vietnamese citizens under six who have been issued an identity card may obtain a Level-1 account.
Agencies and organisations established or registered to operate in Việt Nam will likewise be eligible to obtain electronic identification accounts at any level upon request.
The decree significantly expands the range of documents that can be integrated and updated through the national identification application. It includes 66 types of documents issued to individuals, such as birth certificates, residence information certificates, ordinary passports, visas, vehicle registration certificates, driving licences and investment licences.
A further 140 types of documents issued to agencies and organisations are also included. These comprise certificates of seal specimen registration, identification name certificates, business licences and export-import licences, among others.
The new decree is scheduled to take effect on September 28, 2026.
Officials said the expanded electronic identification system would enable foreign nationals to access the full range of Việtnam’s public administrative services electronically, supporting the country’s ongoing digital transformation.
The measure is also expected to simplify administrative procedures for foreigners by allowing them to complete public services online, while creating more convenient and secure conditions for those living, working and studying in Việtnam.
