New York, October 2, 2026 – The Europe Today: Turkmenistan has proposed the development, under the auspices of the United Nations, of an international code governing the peaceful use of artificial intelligence in international relations and diplomacy.
The proposal was presented by Vepa Hajiyev, Permanent Representative of Turkmenistan to the United Nations, during the general debate of the 81st session of the UN General Assembly.
Hajiyev said artificial intelligence offers broad opportunities for global development but requires responsible international regulation and coordinated approaches among states.
In this context, Turkmenistan also proposed convening an international expert dialogue in Ashgabat on digital trust and the responsible use of artificial intelligence.
Addressing international security issues, Hajiyev said Turkmenistan plans to initiate, under UN auspices, intergovernmental consultations on the development of a Global Strategy for Peace, based on the principles of peace, security and preventive diplomacy.
As a further step, Turkmenistan proposed proclaiming a Decade of Dialogue and Preventive Diplomacy and establishing a Group of Friends of Multilateral Cooperation and Sovereign Equality of States at the United Nations.
The Turkmen representative also proposed establishing the Ashgabat Climate Dialogue as a platform for regular political and expert engagement and for advancing practical initiatives addressing climate-related challenges.
Hajiyev emphasized the importance of strengthening climate resilience in regions particularly vulnerable to drought and water scarcity.
The proposals reflect Turkmenistan’s stated emphasis on multilateral cooperation, preventive diplomacy and international dialogue as mechanisms for addressing emerging global challenges, including technological, security and climate-related issues.
