PM Chính Meets Russian Federation Council Chair, Strengthens Strategic Partnership

Moscow, March 24, 2026 – The Europe Today: Vietnamese Prime Minister Phạm Minh Chính met with Chairwoman of the Federation Council of the Federal Assembly of Russia, Valentina Matviyenko, in Moscow on Monday, as part of his official visit aimed at deepening bilateral ties between the two countries.

Welcoming the Vietnamese Prime Minister and his delegation, Chairwoman Matviyenko praised PM Chính’s contributions to strengthening Việt Nam–Russia relations and expressed confidence that the visit would inject new momentum into the traditional friendship and Comprehensive Strategic Partnership between the two nations.

She also congratulated Việt Nam on the successful election of deputies to its 16th National Assembly and People’s Councils, voicing optimism that the new legislature would continue close and effective cooperation with Russia’s Federal Assembly.

On behalf of the Government and people of Việt Nam, Prime Minister Chính thanked Chairwoman Matviyenko for her warm reception and longstanding support for Việt Nam. He conveyed greetings from senior Vietnamese leaders, including Party General Secretary Tô Lâm, State President Lương Cường, and National Assembly Chairman Trần Thanh Mẫn.

Reaffirming Việt Nam’s foreign policy priorities, PM Chính emphasized that the Comprehensive Strategic Partnership with Russia remains a top priority, underscoring the enduring and sincere ties between the two nations.

Both sides acknowledged the importance of parliamentary diplomacy, including the Việt Nam–Russia Friendship Parliamentary Group, and agreed to enhance exchanges at all levels to strengthen political trust and expand cooperation.

The leaders agreed to intensify coordination in overseeing the implementation of bilateral agreements across key sectors, including trade, energy, oil and gas, science and technology, defence and security, infrastructure, and human resource development. They also pledged to address legal barriers and promote collaboration in culture, tourism, and people-to-people exchanges.

Chairwoman Matviyenko welcomed the outcomes of talks between PM Chính and Russian Prime Minister Mikhail Mishustin, reaffirming her support for Việt Nam’s proposals and commitment to facilitating effective implementation of agreements.

Highlighting future priorities, she emphasized the need to expand cooperation in energy, humanitarian sectors, education, tourism, and cultural exchanges, as well as to strengthen local-level partnerships, particularly in light of Việt Nam’s administrative restructuring.

She also noted the strong interest of Russian tourists in visiting Việt Nam and encouraged both countries to organize more cultural events and promote the teaching of the Russian language in Việt Nam to enhance mutual understanding.

Prime Minister Chính, in turn, requested continued support from Russian authorities for the Vietnamese community in Russia to integrate into local society and contribute positively to bilateral relations.

Both sides also agreed to enhance coordination at multilateral parliamentary forums, including the Inter-Parliamentary Union (IPU) and the Eurasian Parliamentary Partnership (ASEP), to promote peace, cooperation, and sustainable development.

PM Chính further called on the Russian Federal Assembly to maintain an objective and balanced stance and to support the positions of Việt Nam and ASEAN regarding the East Sea issue, in accordance with international law, particularly the 1982 United Nations Convention on the Law of the Sea (UNCLOS).

During the meeting, Chairwoman Matviyenko conveyed her regards to National Assembly Chairman Trần Thanh Mẫn, while Prime Minister Chính extended an invitation for her to visit Việt Nam, which she accepted.
