New York, September 04, 2026 – The Europe Today: The High-level Forum on the implementation of the Programme of Action on a Culture of Peace, held under the theme “Women’s Leadership to Promote a Culture of Peace,” convened at United Nations Headquarters in New York on September 2.
The Forum was convened by Annalena Baerbock, President of the 80th session of the United Nations General Assembly, pursuant to General Assembly Resolution 80/294 on the follow-up to the Declaration and Programme of Action on a Culture of Peace.
The high-level gathering brought together United Nations leadership, representatives of UNESCO, prominent international peacebuilding advocates and delegations from UN Member States to discuss advancing a culture of peace and strengthening the role of women in peacebuilding and conflict prevention.
During the plenary meeting, Vepa Hajiyev, Permanent Representative of Turkmenistan to the United Nations, delivered a statement on behalf of the Group of Friends of Neutrality for Peace, Security and Sustainable Development, as well as in his national capacity.
Hajiyev underscored the close relationship between promoting a culture of peace and the policy of neutrality, referring to General Assembly resolutions 80/294 and 80/262, titled “The role and importance of a policy of neutrality in maintaining and strengthening international peace, security and sustainable development,” an initiative advanced by Turkmenistan.
Particular emphasis was placed on the importance of enhancing women’s participation in preventive diplomacy, peace negotiations and early-warning mechanisms. The statement also highlighted the need to support women mediators, peacebuilders and women-led organizations as key contributors to sustainable peace and international security.
Turkmenistan’s participation in the Forum reaffirmed its continued engagement within the United Nations in advancing a culture of peace and trust, preventive diplomacy and the use of neutrality as an effective instrument for maintaining and strengthening international peace, security and sustainable development.
