Premier Li Qiang Chairs State Council Meeting to Advance Platform Economy

Beijing, November 23, 2024 – The Europe Today: Chinese Premier Li Qiang presided over a State Council executive meeting on Friday, focusing on strategies to promote the healthy development of the platform economy, alongside discussing a draft law on hazardous chemicals safety.

The meeting emphasized the critical role of the platform economy in stimulating domestic demand, maintaining employment stability, ensuring public welfare, and fostering the development of new, high-quality productive forces. In this context, the meeting called for efforts to enhance the industrial internet platform system, support consumer internet platform companies in tapping into market potential, and ensure the legal and orderly flow of cross-border data.

The meeting underscored the need for standardized operations and fair competition within platform enterprises, aiming to improve their overall quality. It was stressed that a well-regulated platform economy would significantly contribute to boosting employment and economic growth.

Draft Law on Hazardous Chemicals Safety
In another key agenda item, the meeting discussed and approved a draft law on hazardous chemicals safety, aimed at enhancing safety management across all stages of the chemicals industry. The draft law is set to be submitted to the Standing Committee of the National People’s Congress, China’s top legislative body, for further deliberation.

The meeting highlighted the importance of establishing a comprehensive prevention mechanism to manage safety risks at all levels and eliminate potential hazards. It called for improved safety management throughout the entire lifecycle of hazardous chemicals—production, storage, utilization, operation, and transportation—to prevent major accidents.

Furthermore, the meeting emphasized the need to improve the professional skills of industry personnel and expedite the upgrade and renovation of outdated chemical facilities. It also called for large-scale equipment upgrades in the chemical industry to ensure enhanced safety and efficiency.

Revisions to Administrative Regulations
In addition to these discussions, the meeting decided to amend certain provisions in 21 administrative regulations, including revisions to regulations governing medical equipment supervision. It also decided to abolish four outdated regulations to streamline the regulatory framework.

The measures approved in the meeting reflect China’s continued commitment to promoting a robust, safe, and sustainable platform economy while ensuring strict safety standards in the chemicals sector.
