Rabat, September 11, 2026 – The Europe Today: Morocco’s Agency for International Cooperation (AMCI) and Belgium’s development agency, Enabel, have signed a Memorandum of Understanding (MoU) aimed at strengthening their partnership and developing new triangular cooperation initiatives across Africa.
The agreement was signed in Brussels on September 9 following two days of discussions involving institutional representatives and experts from Morocco, Belgium, Africa and Europe.
The discussions focused on three priority areas: entrepreneurship, innovation and economic inclusion; professional mobility and employability; and corridors and logistics.
The new agreement builds on a partnership between AMCI and Enabel that dates back to 2006 and has sought to combine Moroccan, Belgian and African expertise in support of development initiatives.
Over the years, the two agencies have implemented several programmes, including the Triangular Cooperation Funds I and II, which supported projects involving Moroccan, Belgian and African expertise in areas such as sustainable development and healthcare.
Their cooperation has also included the Link up Africa initiative, which supported more than 2,800 young Africans in developing entrepreneurial projects while facilitating the exchange of expertise and skills among African, Moroccan and European stakeholders.
Another initiative, MobiSud, has brought together partners from Morocco, Senegal, Guinea, Côte d’Ivoire and Tunisia to strengthen South-South mobility mechanisms for young people.
According to the two agencies, these initiatives have contributed to expanding exchanges of expertise and creating new opportunities for cooperation among Moroccan, Belgian and African stakeholders.
The latest MoU formalizes the intention of AMCI and Enabel to deepen their partnership and develop new triangular cooperation projects involving Moroccan, Belgian, European and African partners. The initiatives are expected to address evolving economic, social and climate-related development challenges.
Mohamed Methqal, Ambassador and Director General of AMCI, described the agreement as a new stage in consolidating a partnership based on a shared vision of sustainable development cooperation in Africa.
Methqal emphasized the importance of combining the complementary expertise and networks of the two institutions to design and implement high-impact projects tailored to the priorities and needs of African partner countries.
He said the initiative is aligned with the vision of King Mohammed VI, which places South-South cooperation, knowledge sharing and African partnerships among Morocco’s key priorities.
For his part, Jean Van Wetter, CEO of Enabel, said the agreement marked a new step after two decades of cooperation with AMCI. He highlighted Morocco’s strategic position as a link between Europe and Africa and welcomed the new opportunities emerging from the strengthened partnership.
The agreement reflects the two countries’ broader efforts to use triangular cooperation as a mechanism for supporting sustainable development and promoting mutually beneficial partnerships across the African continent.
