New Delhi, September 13, 2026 – The Europe Today: Vietnamese Prime Minister Lê Minh Hưng has proposed three key directions for the future development of BRICS, stressing Việtnam’s readiness to work closely with the grouping of major emerging economies to promote peace, prosperity and sustainable development worldwide.
Hưng made the remarks while addressing the main session of the 18th BRICS Summit in New Delhi, India, where Việt Nam participated as a BRICS partner country.
It was Hưng’s first participation in a BRICS Summit and the second time Việt Nam has attended the event as a partner country, highlighting the country’s growing role and responsible contributions to global and regional affairs.
Held under the theme, “Resilience, Innovation, Cooperation and Sustainability: Shaping the Future for Inclusive Global Growth,” the summit brought together heads of state and government, senior leaders of BRICS member states, partner countries and guest nations.
Addressing the summit, the Vietnamese Prime Minister outlined three priorities for strengthening BRICS’s role in the coming years.
First, he called on BRICS to move from responding to volatility toward proactively strengthening the resilience and self-reliance of member economies. This, he said, should include enhanced cooperation to help developing countries improve policymaking, governance and strategic forecasting capabilities, while increasing labour productivity and economic dynamism.
He also stressed the importance of timely crisis prevention and proactive responses to economic and financial shocks, as well as addressing emerging cross-border challenges.
Second, Hưng proposed that BRICS move beyond simply expanding cooperation and focus on revitalising traditional engines of growth while developing new, inclusive and sustainable sources of economic growth.
He highlighted stronger policy coordination in trade and investment, greater market access and better utilisation of existing financial institutions. He also called for mobilising additional long-term and affordable financial resources to provide developing countries with fairer access to capital for digital and green transitions.
Third, the Prime Minister urged BRICS to turn opportunities for cooperation in science, technology and innovation into concrete programmes and projects serving the common interests of its members.
He proposed greater cooperation in joint research, workforce training and technology transfer, particularly in high-impact areas including artificial intelligence, digital technology, smart agriculture and clean energy.
Concluding his remarks, Hưng said Việt Nam’s development strategy places people at the centre, alongside institutional reform, modern governance and the advancement of science and technology. He emphasised the importance of balancing economic growth with social equity and environmental protection.
The Prime Minister affirmed that Việt Nam remains ready to cooperate with BRICS in a spirit of responsibility, goodwill and substantive partnership, with the shared objective of building a future of peace, prosperity and sustainable and inclusive development for all nations and peoples.
The host country and leaders participating in the summit expressed appreciation for Hưng’s remarks.
Following the main session, participants adopted and issued the BRICS New Delhi Declaration. The declaration expressed deep concern over the continued escalation of tensions in the Middle East and West Asia, as well as attacks on civilian infrastructure and peaceful nuclear facilities operating under full safeguards of the International Atomic Energy Agency.
The declaration stressed that nuclear safeguards, safety and security must be upheld at all times, including during armed conflicts, to protect people and the environment.
Established in 2009, BRICS currently comprises 11 major emerging economies: Brazil, China, Egypt, Ethiopia, India, Indonesia, Iran, Russia, Saudi Arabia, South Africa and the United Arab Emirates.
Việt Nam has actively participated in BRICS-related activities in recent years, contributing to global efforts, supporting multilateralism and international law, and promoting solidarity and international cooperation.
The country has also pursued participation in specific BRICS cooperation mechanisms and initiatives aligned with its national priorities, helping broaden cooperation channels, facilitate exchanges of experience and gain access to emerging initiatives and technological developments.
