Hanoi, October 4, 2026 – The Europe Today: General Secretary of the Communist Party of Việtnam Central Committee and President Tô Lâm attended and delivered a keynote address at the second National Congress of the Việtnam Association of Former People’s Public Security Officers for the 2026–2031 tenure in Hànội on October 3.
Addressing the congress, Tô Lâm said the event was being held at a particularly important time, as Việt Nam, following the 14th National Party Congress, was entering a new era marked by new momentum, opportunities and challenges.
He said the country was pursuing the goals of maintaining peace and stability, promoting rapid and sustainable national development, improving people’s living standards and building Việt Nam into a peaceful, independent, democratic, prosperous, civilised and happy country advancing toward socialism.
The General Secretary and President noted that initial achievements in restructuring the organisational apparatus and political system had contributed to improving public services, increasing operational efficiency, opening up new development opportunities and generating fresh momentum for national development.
He said resolutions adopted by the 14th National Party Congress and strategic resolutions had introduced a number of breakthrough measures that had received broad public support and consensus, as well as positive recognition from the international community. These resolutions were being implemented resolutely across the political system with a strong emphasis on action.
“These are highly favourable new conditions for the Việt Nam Association of Former People’s Public Security Officers, as a core member of the Việt Nam Fatherland Front, to increase its contributions and promote the strength of the great national unity bloc in building a prosperous, strong, civilised and happy country,” he stressed.
Tô Lâm expressed his support for the congress’s orientations, objectives and action programmes, saying they reflected the spirit of solidarity, loyalty, exemplary conduct, innovation and development, while continuing to uphold the qualities and traditions of revolutionary People’s Public Security officers.
He called on the association to successfully fulfil the tasks assigned by the Party, State and Việt Nam Fatherland Front and play a central role in the all-people movement to safeguard national security.
Regarding the association’s priorities for the 2026–2031 tenure, Tô Lâm urged it to serve as a common home fostering comradeship and solidarity among former public security officers and those who had contributed to safeguarding national security and social order.
The association should continue promoting the distinctive qualities, traditions and heroic legacy of Việt Nam’s People’s Public Security force and revolutionary public security officers across different fields.
He also called for the association to firmly follow the principle that “the people are the foundation, the people are at the centre and the people are the owners,” with activities based on the needs, aspirations and legitimate rights and interests of the people.
The association should make serving the people its primary objective, rely on the people in carrying out its tasks and ensure that people benefit from the achievements of national development, he said.
Tô Lâm further urged the association to become a core force in the all-people movement to safeguard national security at the local level and proactively participate in grassroots activities.
It should review and evaluate models and campaigns under the movement, strengthen coordination and replicate practical and effective initiatives, he said.
Members of the association were also encouraged to demonstrate their role by coordinating closely with the People’s Public Security force in monitoring and managing security and social order at the grassroots level.
The association should organise practical programmes to educate younger generations about patriotism, Vietnamese revolutionary heroism and the proud traditions of the People’s Public Security force, the leader said.
Tô Lâm also stressed the importance of building a politically strong Việt Nam Association of Former People’s Public Security Officers with modern operating methods and sufficient capacity to fulfil the tasks entrusted to it by the Party, State and people.
He called on every member to continuously cultivate and uphold the qualities of a revolutionary public security officer, actively study and follow the thought, morality and style of President Hồ Chí Minh, and observe the “Six Teachings” he gave to People’s Public Security officers.
Former public security officers should continue serving as exemplary role models in their communities, setting an example for serving officers, younger generations and the people, he added.
