Hanoi, October 11, 2026 – The Europe Today: Vietnam has approved a project to develop a national big data database on law, aiming to modernise the country’s legal information infrastructure, improve access to legal documents, and support the effective application of artificial intelligence (AI) in lawmaking and enforcement.
Deputy Prime Minister Lê Tiến Châu signed Decision No. 1949/QD-TTg on October 8, 2026, approving the project, which seeks to review and restructure the National Legal Database and ensure that 100 per cent of legal normative documents are available in standard machine-readable formats by 2027.
The initiative aims to establish the Big Data Database on Law as a national legal data infrastructure capable of integrating, standardising, linking, and analysing legal information while providing shared data services to government institutions and other users.
The project emphasises ensuring that legal data remain accurate, complete, clean, up to date, consistent, and accessible for sharing. It will also apply modern technologies to establish a reliable foundation for AI-powered legal applications.
According to the project, the initiative is expected to support reforms in lawmaking and law enforcement, advance smart legal governance, promote a culture of legal compliance, and strengthen Vietnam’s competitiveness in the digital era.
Another key target is to digitise 100 per cent of legislative drafting dossiers for legal normative documents promulgated from April 30, 2025, following the issuance of Politburo Resolution No. 66-NQ/TW.
From 2028 to 2030, the project aims to complete a centralised legal data repository integrating all legal data sources from ministries, government agencies, and local authorities. It also envisages establishing a National Legal Knowledge Graph to facilitate intelligent searches, legal analysis, and data utilisation, alongside digital applications for lawmaking and enforcement.
New platforms and tools will be developed to enable the retrieval, analysis, and use of legal information, making it more accessible to citizens, businesses, public institutions, and organisations.
The initiative is expected to reduce the time and costs associated with obtaining legal information while improving transparency and efficiency in legislative processes, law enforcement, and compliance.
The database will function as an integrated legal data ecosystem supporting the management, monitoring, and use of information throughout the entire lifecycle of legal normative documents, from initial drafting to implementation.
Priority will be given to integrating and improving core datasets maintained by ministries, agencies, and local authorities. The scope of legal data will subsequently expand to meet growing requirements for data analysis and AI application development, contributing to improvements in the quality of lawmaking and enforcement.
The project outlines several key tasks, including completing the legal framework governing legal data, developing technological infrastructure and database management platforms, and digitising, creating, integrating, and standardising legal information.
It also calls for developing human resources with expertise in digital transformation, data governance, and legal data analysis. Other priorities include using legal data to encourage innovation in digital services, strengthening cybersecurity and data protection, managing risks, preventing attempts to manipulate policy, and expanding international cooperation.
In addition, the initiative provides for the establishment of dedicated information technology infrastructure and platforms to ensure the effective management and operation of the database.
The digitisation process will cover the full legislative drafting cycle, including registration, preparation of draft documents, consultation, appraisal, verification, and promulgation.
Initially, legislative drafting dossiers relating to legal normative documents promulgated from April 30, 2025, will be digitised, standardised, and integrated into the system.
The project represents part of Vietnam’s broader digital transformation efforts, with the objective of improving legal information management, facilitating public access to legislation, and strengthening the use of data and technology in governance.
