Astana, April 9, 2025 – The Europe Today: President Kassym-Jomart Tokayev of Kazakhstan met with Asain Baikhanov, Governor of the Pavlodar region, to discuss the region’s achievements in 2024 and outline plans for future development.
During the meeting, President Tokayev was informed about the positive economic performance of the Pavlodar region, with the gross domestic product (GDP) growing by 5.8%. The region also saw a 38% year-on-year increase in investments, reaching 1.1 trillion tenge.
Key Economic Projects
Governor Baikhanov shared updates on two major ongoing projects in the region:
- The processing of gold-bearing concentrate.
- The production of ferroalloys, which is set to establish Pavlodar as a global leader in the ferroalloy industry. Three new ferroalloys plants with a total capacity of 460,000 tons are set to be built in Ekibastuz, positioning Kazakhstan as the world’s second-largest ferroalloys producer.
Social Infrastructure and Development
The Governor also provided updates on the region’s progress in social infrastructure:
- The creation of 30,000 jobs.
- The opening of 40 new social facilities, along with the modernization of 83 existing ones.
- The construction of three new education centers and comfortable schools for 1,800 students. Additionally, three emergency schools were replaced, and 26 other schools underwent upgrades.
Public Services and Transportation
In terms of public services:
- The rate of obsolescence of heat networks decreased by 1.3%, marking the first such reduction in 20 years.
- The public transport fleet received a significant upgrade, with 230 buses added to the fleet, achieving an 80% renewal rate.
- In September 2025, 25 new tram cars are expected to arrive.
Presidential Instructions
At the conclusion of the meeting, President Tokayev issued several instructions aimed at sustaining growth and improving living standards in the region. The President emphasized the importance of continuing the region’s development trajectory, focusing on investment in infrastructure, education, and sustainable energy solutions.
This meeting follows a previous engagement in which President Tokayev held discussions with Zhanat Elimanov, Chairman of the Financial Monitoring Agency, indicating a broader focus on strengthening Kazakhstan’s financial and economic governance.
